Review of use of street marshals / enforcement officers for Peterborough
City Centre 

 

1. Please provide figures for the cost to the Council for paying for the
street marshals up to the date of this request. 

 

From 1st October to 7th November the council has spent £11,812.50 on city
centre enforcement officers.   

 

2. Please provide copies of any reviews of the scheme so far including any
issues raised by the Council, the contracted security company and/or their
staff concerning the job description/ role and any staffing or safety
issues. 

 

Officers are employed by CSS and any concerns regarding Job Descriptions
are raised directly with officer's employer. 

 

3. How many street marshals have for whatever reason left the job since
the scheme started approximately a month or so ago.     

  

The council is in a contract with CSS Ltd to provide a service, all
staffing issues fall under their remit.

I am writing to request an internal review of Peterborough City Council's handling of my FOI request 'Review of use of street marshalls / enforcement officers for Peterborough City Centre'.

Whilst some of the information has been provided, there were two answers which Peterborough Council should be able to answer rather than referring the requestor to the security company.

The missing answers were as follows:

(1) Please provide copies of any reviews of the scheme so far.

(2) How may enforcement officers have left so far for whatever reason. ( Peterborough Council issue councll identity badges for each officer and also issue special powers to each officer so should be able to answer this question, the security company is not subject to FOI so this information can only be obtained from PCC.) If it would help I can reword and submit a separate request.

I can confirm that the council’s legal department has carried out an
internal review. As part of that review the legal department has seen all
the correspondence relating to your information request and considered the
applicable legislation before providing advice in this matter. 

 

This letter forms the council’s formal response to your request for a
review.  For ease of reference, the details of the initial request for
information and the council’s response are set out below. I will then
confirm the findings of my review. 

 

The initial request 

 

In your email of 7^th November 2022,  you asked for the following
information:

Your request for an internal review was on the following criteria:

Internal review response 

 

I have been asked to review the above FOI request.  The relevant service
area was approached to disclose any additional information that may assist
with my review and they confirmed there was no further information to
release. My review, therefore, is based upon the original requests for
information and the responses provided. 

  

The requestor is further seeking: 

 

1. Any reviews relating to CSS Ltd and the employment of Street
Marshalls/Enforcement Officers concerning any issues about job
description, roles, any staffing, and/or safety issues. 

 

The response from officers is that this is a matter for CSS Ltd as the
employer.  

 

2. How many Enforcement Officers have left their post approximately over
one month period since the commencement of the scheme. 

 

The response is that due to the contractual arrangements, all staffing
issues are a matter for CSS Ltd. 

 

Having reviewed the information provided by our officers, together with
the original requests for information and the responses provided, my
internal review response is as follows. 

It would be a matter for CSS Limited, as the employer of the street
marshals/enforcement officers, to address the matters/concerns listed in
the questions raised regarding job descriptions, roles etc.  We have
obtained additional information from the council service area to advise
that the council continue to review and monitor the contract.  To date no
issues have been raised regarding the role of city centre enforcement
officer, only tasking which are covered by officer briefings.

In addition, there would be no basis for the council to keep records of
who is employed as a street marshals/enforcement office by CSS Limited but
the council does issue identity cards to access our buildings and we can
confirm that since the start of the contract to date, 5 employees of CSS
Ltd have left the role of city centre enforcement officer.

In conclusion, my findings are that I agree with the responses provided
with the additional helpful information.
