Review of "SIM" model

We're waiting for Medact to read a recent response and update the status.

Dear NHS Trust,

I would like to request a copy of the latest draft of the review the trust has conducted into its adoption and use of the SIM ("Serenity Integrated Monitoring") model, created by the company High Intensity Network.

I understand that the trust will have undertaken such a review after being instructed by NHS England to do so in May 2021.

Thank you for your request for information dated 12/04/2022. Your request
has been managed under the terms of the Freedom of Information Act 2000. 

 

You requested the following information under section 8 of the Act: 

A copy of the latest draft of the review the trust has conducted into its
adoption and use of the SIM ("Serenity Integrated Monitoring") model,
created by the company High Intensity Network. 

 

Our response: 

The review conducted by the South London Mental Health and Community
Partnership (SLP) Trusts into the Serenity Integrated Monitoring (SIM)
model is intended for publication at a later date, and as such is exempt
under section 22 of the Freedom of Information Act. However, please find
attached a briefing paper on the review and discontinuation of SIM by SLP
Trusts published in 2021. 

 

Under section 22 of the Act, we are not required to provide information in
response to a request if the information is intended for future
publication:

 

22 Information intended for future publicationE+W+S+N.I. 
(1) Information is exempt information if—

(a) the information is held by the public authority with a view to its
publication, by the authority or any other person, at some future date
(whether determined or not),
(b) the information was already held with a view to such publication
at the time when the request for information was made, and
(c) it is reasonable in all the circumstances that the information
should be withheld from disclosure until the date referred to in
paragraph (a).

There is no set publication date at this time. 
 
Please note that under Section 22 of the FOI Act, although the public
authority (the Trust) must hold the information at the time of the request
with a view to its publication, the exemption does not require a set

Dear FOI Officer,

Thanks for getting back to me.

However, I am afraid I was not satisfied by the response and would like to request an internal review into the application of section 22.

None of the other NHS trusts I have made this request to have tried to apply section 22. Here is an example of one trust which has provided documents in full https://www.whatdotheyknow.com/r/eb90319...

If the review is complete and set for future publication, I see no good reason the trusts cannot also release these documents - especially as the document you previously shared with me stated that the model is no longer in use anyway.
