Reverse eAuction Statistics

Aaron Law made this Freedom of Information request to Crown Commercial Service

This request has been closed to new correspondence. Contact us if you think it should be reopened.

The request was successful.

Dear Crown Commercial Service,

I wish to enquire as to statistical information of the following nature;

-how many reverse eAuctions were run by Crown Commercial Service, for any public sector organisation over the last 3 years

-How much in GBP was realised in cost savings, per category of spend or per individual eAuction for the last 3 years, including the highest starting price of the contract.

-How many of these eAuctions were run with the assistance of external private sector consultants for the same period.

Your help in this matter would be greatly appreciated.

Yours faithfully,

Aaron Law

Dear FOI Team Mailbox,

I would like to convey my gratitude for your response to this information request,

I note that you have advised of the e-auction benefits of each of the categories mentioned (energy, fleet, furniture, office supplies, personal protective equipment, professional services, technology and white goods)

I was additionally looking for a highest starting price of the contract, so that I may see a percentage saving of an original price, however I would only need to know the end cost for each of these categories as the starting price would simply be: final cost + procurement benefits realised through e-auction.

Would you be able to provide the 'end cost' for each of these categories please?

Your help would be greatly appreciated.

Yours sincerely,

Aaron Law

Dear FOI Team Mailbox,

I was asked to clarify my request for e-auctions statistics, I received a reply with the 'procurement benefits' that crown commercial service have delivered through e-Auction over the last 3 years, however I would like to know how these benefits have been calculated - presumably there was an original price (pre-auction spend), and an end price through the use of e-auction.

Additionally to this, your original response states that during 2014/2015 period, that the total number of reverse english e-auctions was 15. However this information contradicts information on the CCS website and reads as follows;

"During 2014/2015 we ran 67 eAuctions for customers across central government and the wider public sector on a pre-auction spend of £1.99 billion."

The link to the above can be found here: https://www.gov.uk/guidance/eauctions

Which one of these statistics is correct? as there is quite a large difference between the two.

In summary, for the purpose of clarity, I would like to know;

1) how you calculated 'procurement benefits' delivered through CCS e-auctions - what was the 'pre-auction spend for goods/services that you conducted the e-auctions on, and what was the end price of the goods procured from e-auction?

2) Why does guidance on the CCS website contradict the number of e-auctions you said you'd conducted in the 2014/15 period?

Your response would be greatly appreciated.

Yours sincerely,

Aaron Law

Dear Crown Commercial Service,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Crown Commercial Service's handling of my FOI request 'Reverse eAuction Statistics'.

I have asked twice within my questions for the starting price for the information provided for reverse e-Auctions, I have been provided categories of spend, and the "procurement benefits" but no starting price or end price for each of the categories by each of the time periods specified, both requests I have made have asked for this within the question.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/r...

Aaron Law
