Dear Association of Chief Police Officers in Scotland,
Under the Freedom of Information Act, for the years 2006 to 2011 would you please fully disclose:
(a) How much revenue has been received by the police force for services rendered by way of private investigations, bailiff/eviction type services, or by any other method of paid services, work performed, or contractural agreements made to business, private individuals, or organisations of any kind?
(b) Please outline the type of work or service rendered,in each case and disclose the revenue received for each type of service.
(c) How much revenue has been generated by the force for endorsements of any kind?
(d) Please indicate the types of products/services that the force endorsed for remuneration/financial benefit/fee and the revenue received.
(e) Please indicate total revenues from all sources, and break them down into categories.
(f) How many manpower hours per year, in total, have been devoted to privately paid services/contractual work?

I am writing in response to your request to ACPOS for information. ACPOS
is not a scheduled Scottish public authority for the purposes of the
Freedom of Information (Scotland) Act 2002, however the Association aims
to act within the spirit of the legislation and respond to reasonable
requests for information when it is available and not costly to compile.
Your request was as follows:

ACPOS is the professional voice of police leadership in Scotland, and
works with partners to develop policy to ensure the successful delivery of
policing services. The Association does not undertake the activities
described in your request.
ACPOS has not generated any monies in the ways described and therefore
does not hold information relevant to your request.

ACPOS accounts are publicly available via the Companies House website. For your convenience, I have attached a copy of the ACPOS Financial Statements for the year ended 31 March 2011.
As regards general income, I would draw your attention to the section 'Incoming resources' on page 6, and 'Note 3' on page 9.
ACPOS received 'funding' of £314,160 from the Scottish Executive, and £232,583 from Scottish Police Forces.
The statement also indicates 'donations' of £877. This figure was raised by a raffle during the ACPOS annual conference. ACPOS donated this sum to the Northern Police Convalescent and Treatment Centre.
Total 'incoming resources' therefore amounted to £547,620 to 31 March 2011.

Your FOI was time delayed due to ACPOS being defunct on April 1st of that year. David Steel is a very astute individual.
The SBRC/SRBC are the Scottish Business Resilience Centre which is the NFP business arm of the police. There is also corporate services at Police Scotland and they are responsible for CHIS (human intelligence sources who get paid via the police budget too). Getting information is a mine field - watch the wordings and deliberate delays.
Partnership sharing & collaboration (also Community Empowerment Act. 'Alternatives to Justice' too! also covers things you're asking. Councils, NHS, DWP, HMRC & partners/stakeholders (sometimes business interests, ALEO's & EALEO's do this work for the police (outsourced)). Private companies ran by ex cops also do these services (I've logged about 70 thus far) & get the contracts for all of those named above & government ones too.
