Thank you for your email received by us on 18 October 2014 asking about
forms completed by our Revenue Protection Inspectors (RPIs).

 

Your request has been considered in accordance with the requirements of
the Freedom of Information (FOI) Act and our information access policy. I
apologise for the delay in replying. I can confirm that we hold some of
the information you require. You asked for:

1. All MG11 Statement templates which are written by RPI's, already worded
for ease of completion, to cover ticketless travel, fare evasion and bylaw
offences. If possible in word document format. If these are not available,
examples of previously used statements (obviously omitting the RPI &
Defendants details) which have successfully been used in court.

2. Any other paperwork or forms which are filled out by RPI's in word
document form.

We do not use a standardised MG11 template because each one is customised
according to the crime that has taken place. Therefore I have provided a
copy of a witness statement completed by an RPI. I also attach a copy of
the standardised paragraphs used in such forms, which provide definitions
on the various ticket types in circulation, and examples of a Bus Revenue
Protection Official’s Report and a London Underground Witness Statement
that would be signed by the passenger and the RPI.

 

We considered your request for this information to be provided as a Word
document. Section 11(1)(a) of the FOI Act includes the right to be
provided with a copy of information in an electronic form but does not
entitle the applicant to specify the specific software format. We are
supplying this information in PDF format for revenue protection purposes.

Please note that in accordance with TfL’s obligations under the Data
Protection Act 1998 (DPA) some personal data has been removed, as required
by section 40(2) of the FOI Act. This is because disclosure of this
personal data would be a breach of the DPA, specifically the first
principle of the DPA which requires all processing of personal data to be
fair and lawful. It would not be fair to disclose this personal
information when the individuals have no expectation it would be disclosed
and TfL has not satisfied one of the conditions of Schedule 2 of the Data
Protection Act which would make the processing ‘fair’.

appeal as well as information on copyright and what to do if you would
like to re-use any of the information we have disclosed.
