(a) How much revenue has been received by the police force for services rendered by way of private investigations, bailiff/eviction type services, or by any other method of paid services, work performed, or contractural agreements made to business, private individuals, or organisations of any kind?

(b) Please outline the type of work or service rendered,in each case and disclose the revenue received for each type of service.

(c) How much revenue has been generated by the force for endorsements of any kind?

(d) Please indicate the types of products/services that the force endorsed for remuneration/financial benefit/fee and the revenue received.

(e) Please indicate total revenues from all sources, and break them down into categories.

(f) How many manpower hours per year, in total, have been devoted to privately paid services/contractural work?

Your request is being considered and you will receive a response within the statutory timescale of 20 working days, as defined by the Act, subject to the application of any statutory exemptions. Thank you for your request for information received 12 March 2012
concerning revenue. This request has been handled under the Freedom of
Information Act 2000.

 

The cost of compliance with your request is above the amount to which we
are legally required to respond, i.e. the cost of locating and retrieving
the information would exceed the appropriate costs limit under section 12
of the Freedom of information Act 2000. For West Midlands Police, the
appropriate limit is set at £450, as prescribed by the Freedom of
Information and Data Protection (Appropriate Limit and Fees) Regulations
2004, S.I. 3244.

 

A public authority which, in relation to any request for information, is
relying on a claim that section 12 applies must, within the time for
complying with Section 1(1), give the applicant a notice stating that
fact. In accordance with the Freedom of Information Act 2000, this letter
acts as a refusal notice.

 

However rather than refusing your request outright at this stage, I would
like to explore with you how West Midlands Police may best assist you to
request relevant information which we hold. We could provide, within the
cost limit, the following information

Thank you for your email received 31 October 2012 where you requested West
Midlands Police to review its response to your request for information
concerning revenue.

 

The request for internal review was received by us outside of the six
month limit for reviews, as stated in the response. However in this case I
have conducted an internal review regardless of this fact, and I have
found the following:

 

The request was received on 11 March and a response was provided on 29
March and therefore you were provided with a response within the statutory
timeframe.

 

The response stated that to provide the requested information would exceed
the appropriate limit and then described what could be provided within
that limit. It did not refuse your request outright, but asked you to
confirm that you were happy to receive the following information:

 

From 01 April 2006 to 31 March 2011 total revenue received for the
following categories:

 

Council Tax Payer

Police Revenue Grant

Revenue Support Grant

Non-Domestic Rates

Non-Specific Government Grants

External Income

 

We received no further instruction from you and so we closed off this
request, as was explained would happen if we received no acceptance.

 

Therefore you were offered the information, relevant to your request, that
is recorded in our accounts but you did not ask us to supply it.

 

In addition to the above, I believe we can also supply information
relevant to your request regarding questions (c) and (d) of your original
request.

 

Therefore if you wish us to provide the information that we can provide
within the statutory limit, please let us know and we will provide it to
you.

 

If you are not content with the outcome of the internal review, you have
