return of passports for applications on hold pending MM ruling

This is a FOI request made in relation the spouse/partner applications which are on hold pending the ruling in the MM Judgement i.e. the applications on hold since 5 July 2013.

Please let us know what your policy is in the above case, with regards to the request for return of passports for applicants applying from overseas and in particular whether request to return passport means withdrawal of application.

Please also let us know what your policy on this has been if it has ever been different, along with when any changes were implemented.
