Retention premia payments

We're waiting for Gerry Hallright to read a recent response and update the status.

Gerry Hallright

Dear East Midlands Strategic Health Authority,

Does the SHA hold information showing the retention premia paid to each Executive Director since the formation of the new NHS Northof England SHA board?
Please provide details for each Executive Director giving
information for 2010/11 and 2011/12.

If the SHA has a policy on making retention premia payments
please send me a copy.

If the request does not exceed the FOI limit, please supply details of the number of staff, excluding Directors, and the total paid as retention premia in 2010/11 and 2011/12 since the formation of the new NHS East of England NHS Board.

Yours sincerely,

Gerry Hallright

Gerry Hallright

Dear Chris Brady,

thank you for the 26th June FOI reply and clarifying that I had referred to the incorrect SHA Cluster.

I have requested information about premia payments from several SHAs. They have replied, usually supplying information for their SHA only and not for the cluster. Therefore I have requested information from individual SHAs within the same cluster.

I did not fully understand the last SHA reply.
Can the SHA please clarify and confirm that no information is held at the SHA about a policy dealing with premia payments? Additionally no information is held about premia payments to all East Midlands SHA staff, ie no premia payments were made to staff?

I have looked at the SHA Cluster website and two Directors I believe are listed as originating from the East Midlands SHA.
For the posts of Director of Provider Development and Director of Public Health, are there premia payments associated with these posts since the formation of the cluster and what are the premia payment amounts?
I believe the premia payments are associated with a post rather than an individual and would not be associated with personal data.
As senior managers, Board Directors would usually expect a wide range of disclosure details.

During the formation of the Cluster SHA was there one SHA responsible for the recruitment process and who holds for instance the information about the number of applicants for Cluster SHA Board Director posts?

Yours sincerely,

Gerry Hallright

FOI (EAST MIDLANDS STRATEGIC HEALTH AUTHORITY),

Dear Mr Hallright

Freedom of Information

I refer to your email of 3 July 2012 requesting information in respect of
retention premia payments.

I can confirm in accordance with S.1 (1) of the Freedom of Information Act
2000 (FOIA) that we do hold some of the information that you have
requested.  I will address each of your queries in turn:

Policies regarding the payment of recruitment and retention premia

* In relation to policies regarding the payment of recruitment and
retention premia we are governed by two frameworks.  The first relates
to very senior managers and the link to the relevant DH document is
below

[1]http://www.dh.gov.uk/en/Publicationsands...

* The second relates to employees on Agenda for Change contracts and is
the Agenda for Change handbook.  Again, the link to this is provided
below.

[2]http://www.nhsemployers.org/PayAndContra...

* A small number of NHS East Midlands staff on Agenda for Change
contracts do receive recruitment and retention premia

For the posts of Director of Provider Development and Director of Public
Health, are there premia payments associated with these posts since the
formation of the cluster?

* No recruitment and retention premium has been paid to the Director of
Provider Development since the formation of the cluster

* No recruitment and retention premium has been paid to Regional
Director of Public Health since the formation of the cluster

What are the premia payment amounts for those posts?

* Not applicable as per above

Was there one SHA responsible for the recruitment process and who holds
for instance the information about the number of applicants for Cluster
SHA Board Director posts?

* The East of England Strategic Health Authority took responsibility for
the recruitment to the Cluster SHA Board Director posts

I hope that this information is of use.  If you are dissatisfied with the
way in which we have dealt with your request you can ask us to review our
decision by writing to:-

Dear Chris Brady,

thank you for the 30th July reply which covered virtually all the information I was interested in.

There was one area, where I would be grateful if the SHA can re-examine the information:

FOI request: 28th May 2012
If the request does not exceed the FOI limit, please supply details of the number of staff, excluding Directors, and the total paid as retention premia in 2010/11 and 2011/12 since the formation of the
new NHS East of England NHS Board.

SHA Response: 30th July 2012
* A small number of NHS East Midlands staff on Agenda for Change contracts do receive recruitment and retention premia.

I believe the cluster was formed in October 2011.
If it is easier to supply the number of staff and the total premia received in 2011/12, rather than between October 2011 and March 2012, supplying the information just for 2011/12 would be fine.
No information is needed for 2010/11.

Yours sincerely,

Gerry Hallright

Dear Chris Brady,

Thank you for the 17th September reply.

What I was interested in was the exact number of staff and the total premia payments paid to staff, which is what I had requested.
The SHA replied that a small number had received payments.

Yours sincerely,

Gerry Hallright
