Dear Northern Ireland Transport Holding Company,
just over two years ago, it was reported in the press that from 1 July 2021, Translink were trialing digital information displays at nine bus stops across your network.
The locations were as follows:
- Altnagelvin Hospital Grounds (Derry)
- Foyle Street (Derry)
- Ballygawley P&R (Ballygawley)
- Marine Corner (Ballycastle)
- War Memorial (Hillsborough)
- Monaghan Street (Newry)
- Park Avenue (Belfast)
- Queensway (Carryduff)
- Gibsons Lane (Newtownards)

Please could you supply any documentation that has been produced:
(a) evaluating the results of this trial, and
(b) on the subject of a wider rollout of digital information displays across your network.

Thank you for your Freedom of Information request of 16 August 2023. You
referenced our trial of digital information displays in 2021 and asked:

(a) Documentation that has been produced evaluating the results of this
trial

 

Please see attached. Note, some financial/supplier information (including
photographs) have been redacted for reasons of commercial sensitivity
which are further discussed below. Section 43(2) of the Act refers.

 

(b) Documentation that has been produced on the subject of a wider rollout
of digital information displays across your network

 

As required by section 1(1)(a) Freedom of Information Act, we can confirm
that we do hold information of this description. However, we consider this
information to be exempt from release under section 43(2) of the Act,
relating to ‘information where disclosure would be likely to prejudice
commercial interests’. Our rationale is set out below.

 

As required by section 43(2), we have balanced the public interest in
withholding the information against the public interest in disclosure.

 

Any future rollout of digital information displays across the network is
currently at a feasibility and potential funding stage. This involves the
creation of a business case which includes significant details of costings
etc. and a procurement process will be required. While Translink would
wish to be as transparent as possible, in our view the disclosure of this
information at this stage would almost certainly prejudice our ability to
negotiate and to achieve best value in the use of public funds when
attempting to engage service providers at a later stage. The result would,
therefore, be contrary to the aim of encouraging fairness and value for
money in the public interest.

 

It is asserted, therefore, that the balance of the public interest in
maintaining the exemption, outweighs the public interest in disclosure.

overall responsibility for Freedom of Information and Data Protection
