Subject: Bells Consultation

I refer to your request for information dated 03/02/2025

The information you requested was:

1. The full results of the recent consultation into the future of Bells
Sports Centre

2. A copy of any summary papers or analysis of the results which have been
prepared by council officers

3. Details of any future council meetings which will discuss the results
of this consultation process

I consider that the information related to your request as a whole is
subject to an exemption under the Freedom of Information (Scotland) Act
2002 (FOISA). Section 39(2) of FOISA effectively exempts all environmental
information from disclosure requiring instead that it is considered under
the Environmental Information (Scotland) Regulations 2004 (EIRs).  I
consider the substance of your request to be covered by the definition of
environmental information contained in the EIRs, and have accordingly
processed your request under the EIRS.

Good morning,

I acknowledge receipt of your email dated 2 March 2025, received 3 March
2025, in which you requested a review of the Council’s response to your
recent request for information.

The information you requested was –

 1. The full results of the recent consultation into the future of Bells
Sports Centre
 2. A copy of any summary papers or analysis of the results which have
been prepared by Council Officers
 3. Details of any future council meetings which will discuss the results
of this consultation process

You have requested a review of the response you received to question 1, on
the grounds that you disagree that it is in the public interest to
withhold this information.  You state that the council has already
published a public analysis of responses, which has been presented and
discussed by elected members, and you believe the full details of the
responses to this consultation should now be made available.

Your request for review will be processed on behalf of Alan Taylor, the
Head of Corporate IT and Revenues, who is the Council’s FOI and EIRs
Review Officer. Mr Taylor will issue the Council’s final decision by 31
March 2025.
