Restructuring in certain council departments.

In 2019 the council has engaged in an exercise called restructuring in certain departments. It is known that the libraries and registration were among those involved in this. Please provide information as follows:

1) Which council departments were involved in this?

2) Who was responsible for this exercise?

3) How many employees were engaged in this in total?

4) What grades were they in? Were managerial grades included?

5) What was the outcome of the exercise?

6) How many employees were graded down to a lower band?

7) How many employees had a pay cut?

8) How many employees were transferred to work in other places?

9) How many employees went off sick due to changes to their work, or place of work?

10) How many employees resigned as a result of the changes?

11) What were the costs of this exercise?

I am writing to request an internal review of Dumfries and Galloway Council's handling of my FOI request 'Restructuring in certain council departments.'.

You have refused to provide the information at (9) and (10) stating this would disclose personal information.
Given that numbers only are sought, this isn't a valid exemption. There were 78 employees involved in total, so it isn't a small number which could identify people in those categories.

My personal knowledge is that quite a number of employees went off sick when they were transferred to other places. One of these people was off sick for some time when she resigned rather than attempting to travel 32+ miles to her new place of work which was an impossible journey using public transport. This could be construed as constructive dismissal. I am aware that a number of people resigned, rather than be placed in a lower band, or travel to another location. It is in the public interest for this information to be provided.

As usual the council is very cagey about giving information which would present it in a bad light. A number of employees were badly treated in this so called "restructuring". Some were downgraded and had a pay cut, others were moved to different locations which were difficult, or impossible, to reach. Some of these employees had long service, so much for the council rewarding loyalty.
