Restricted O licenses

Dear Vehicle and Operator Services Agency,

As I understand the restricted O licence legislation, transport operators are not allowed to hold restricted O licences. They are meant for businesses whos trade is not transport but require a small bus opeation ie a nursing home wanting to take residents on days out or shopping trips or nurseries needing to get children in for their day care.
Assuming I am correct in my interpretation of the legislation can you tell me how it is you supply restricted O licences to so many "transport operators" There must be a loop hole somewhere......are you aware of that loophole and are unable to close it or are you not investigating the circumstances of the applicate correctly. How many transport operators have you up before the Traffic Commissioners for abuse or illegal use of restricted O licenses
