reinstatement of the Ivanhoe line
reinstatement of branch lines on the Isle of Wight
reinstatement of the Abbey line between St Albans Abbey and Watford Junction
reopening of Wellington and Cullompton stations
reinstatement of the Bury-Heywood-Rochdale lines
reinstatement of the Clitheroe to Hellifield railway line
reinstatement of rail access to Devizes via a new station at Lydeway
reintroduction of passenger rail services on the Waterside line

Dear Department for Transport,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department for Transport's handling of my FOI request 'Restoring Your Railway Ideas Fund bid documents'.

This request has been refused using the Section 43(2) exemption (likely to prejudice commercial interests). Please review this, as the rationale given ("other organisations would be reluctant to share information with the Department") seems broad and vague, rather than specifying how any given party's commercial interest may be prejudiced. There would seem to me to be a strong public interest in understanding the specifics of what new railways services are proposed, given the number of people this may affect, and also in how the public money in the Ideas fund is being distributed.

If the original decision is upheld, please also consider whether a partial release of the information may remove or reduce the likelihood of commercial prejudice. For instance, sections of the bid documents on "socio-economic benefits" and "services proposed" seem unlikely to pose any specific risk of commercial prejudice (see https://www.gov.uk/government/publicatio...).
