Could I have a copy please of any statement that the Human Rights Commission may perhaps have made on the role and function that life-term Note and File Only Orders should play in modern, post GFA, Ulster society?

Was consideration given to protecting the Human Rights reputations of Outsourcers involved in Note and File Implementation?

Could I also please have a copy of the minutes of any meetings where this topic, and the associated topic of life-term Communication Bans were discussed? Names of the individuals involved are NOT of course required and may of course be redacted.

I am writing to request an internal review of Northern Ireland Human Rights Commission's handling of my FOI request 'Restoring and Protecting the International Human Rights Reputation of the UK plc'.

There is absolutely no reflection on NIHRC staff, the salt of the earth and very much victims too, but things are just taking too long. Rest assured, working together co operatively , looking forward both positively and purposefully, we can with the help of the Information Commissioner , DOJ and the good readers everywhere of WhatDoTheyKnow get the province's legacy stress issues cleaned up and the NICS reform process generally back on track.

It will indeed be a pleasure to, if permitted, be a part of the journey. Many thanks to all.

Dear Leah Rea,

Hey, like the Ulster Talks process itself , this particular Internal Review seems to be taking a long, long time, maybe got stuck. This of course would seem inevitable in the traditional Ulster Note and File, Not an Inch context. There is of course absolutely no reflection on long suffering civil servants who are very much at the sharp end of perpetual Note and File, Not an Inch thinking..

Just to give investors etc some idea of the pressures on NICS staff, of the general sense of hopelessness, and of the vehemence with which Note and File , Not an Inch Policies are still implemented in the province , what percentage of Internal Reviews conducted in the Note and File, Not an Inch Context never ever make any progress at all ?
Would 100% be a good working estimate?

Whatever the position, do please let us know. As an experienced OOP of longstanding myself, I normally find it best to withdraw unanswered Queries after a few years, just to keep servers, like those of eg the long-suffering What Do They Know website from getting clogged completely. We all have to do our bit.

Americans are great believers in concepts of enforcing strict personal liability and strict personal accountability. That usually does the trick apparently, moves dead wood on, and many, as we know, feel it is long overdue.

Many thanks. We understand. Nobody judges. Effective Monitoring of human rights abuses in the note and file environment cannot be easy, but at least there will be a lot of notes and a lot of files created for eventual future external investor examination.

It is true that many internationally, such as Insurers, Ethics Committees for instance, might have expected NIHRC to have expressed a view of some sort on the Note and File Only question by this stage, but if it hasn’t, it hasn’t.

There is no point in pretending otherwise. Things in the province are as they are.

FOI legislation is working as it should, painting a true and accurate picture of conditions in the province, and of the effectiveness of oversight bodies as they are.

Finally, immediately NIHRC does form a view on the acceptability or otherwise of lifelong targeted Official Ostracism of people do please be sure to let us all know so records can be updated.

Maybe, in the circumstances, its perhaps best if we just jointly accept that Note and File Only Requirements are not really compatible with the requirements of FOI legislation, and I just quietly withdraw the Query until Note and File Only Requirements ease? That really will not be a problem. Temporarily withdrawing Queries until conditions in the province ease is something I do all the time. It's certainly not ideal but its maybe the most pragmatic way of avoiding overloaded servers
