What an interesting question in light of things i have asked about. Jed Turner of the Council is on the board of a group called 'Efficiency North'. They seem not to have been very efficient.

They have been set up to do 'Mass procurement'.Is this not a conflict of interest if he is responsible for future housing maintenance procurement? Yet he is on the Board of a potential procurement group?
