Responsible Officers and Fitness to practice immunity

Revalidation and appraisal has the potential to improve practice but it is often an MOT tick-box exercise used to stop challenges to authority and for authorities to exert influence on doctors both just and unjust. Revalidation is more likely to teach and hide the next Harold Shipmans to better conceal themselves. The system is overall broken and managed by Responsible Officers https://www.gmc-uk.org/responsible-offic... , some of whom often act irresponsibly.

I notice a recent fitness to practice complaint against a Responsible Officer was dismissed unfortunately as expected, by the GMC without investigation, -( main concern was a repetitive and ongoing lack of probity and candour, she was in charge of current active discriminatory practices/directions against disabled people (the public) and implemented many bad processes including a process that ignores benefit cheats in the DWP due to costs, was the former head medical officer for the disgraced ATOS, had made deceitful false statements to the GMC about employment contracts, of failure rates of medical assessments, had colluded with the GMC to submit a false changing complaint with multiple parallel double-jeopardy investigations against doctors, refused to disclose she made payments and directed action against doctors under investigation, she even gave false information that led to parliamentary select committee being lied to on national BBC Parliament Channel in 2017 )- and has apparent immunity by the GMC.

Fitness to practice complaints are unfortunately not treated equally and appear often not brought fairly to the GMC which makes it harder for the GMC, not to be discriminatory about their practices and propping-up so called, old boys’ clubs. None of this appears to be formally in rules governing the conduct of the GMC (inc. MPTS). However, there is clear evidence that Responsible Officers are given ‘a high-biased priority’ making complaints against doctors with ‘GMC-immunity’ provided in return, for any ongoing or past negligence or other bad medical practice, especially if related to lack of probity or lack of insight.

I will respond to each of these in turn, firstly taking your first two
questions together, then the second two.

 

I have interpreted your questions to be about complaints received against
people who were ‘Responsible Officers’ or ‘Medical Directors and
Responsible Officers’ at the time the complaints were made. It does not
include complaints against ‘Deputy Responsible Officers’ or ‘Medical
Directors’ or ‘Responsible Officer Delegates’ . I should also add that the
data covers all complaints made; these may be relevant to the doctor’s
role or their practise more generally.

complaint

 

Please note that ‘Responsible Officers’ or ‘Medical Directors and
Responsible Officers’ may have had more than one complaint made against
them. There were 327 unique ‘Responsible Officers’ or ‘Medical Directors
and Responsible Officers’ complained about.

 

The data is based on complaints received between 1 January 2015 and 31
December 2019.

Over 5 years, 327 unique ‘Responsible Officers’ or ‘Medical Directors and Responsible Officers’ complained about 536 times. Steady rate of complaints with majority of complaints not upheld.

I would ask about ethnicity but it would probably lead to trouble.
