Response to Changing Banking for the Good

The request was refused by HM Treasury.

Dear Treasury,

This is a request for information on the Treasury's response to various recommendations following the 2013 Economic Affairs Committee on Banking.

The report recommended that banks should draw up two sets of accounts for regulatory purposes, and in certain circumstances that these should be published; but the government (via the Treasury) rejected this on the grounds of cost and regulatory burden.

Please could provide me with the any information on external discussions or conversations related to this recommendation with stakeholders: at least to include Big 4 accountants, the Financial Reporting Council, and the business department.

The time period for this request is start June - end July 2013. The relevant offices are Office of the Chancellor and the Office of Second Permanent Secretary. However if there is an internal department which would have been involved in this (one concerned with corporate governance/banking etc) which I am not aware of, please include this too.

If you could include all kinds of documentation involved in the above correspondence (notes, emails, attachments briefings etc).

Dear Treasury

It's very surprising to get this response at the 20 day limit!

The report I am referring to is the Joint Select Committee report, Changing Banking for the Good (as per the subject of my request) , published June 2013.

I am requesting discussions of the recommendation for dual set of accounts to be prepared. The government response to this point can be found at 5.62 in their response, below.

I am limiting this to:
Discussions between office of Chancellor, and the Office of Second Permanent Secretary with
Big 4 accountants, the Financial Reporting Council, and BIS.

The timeframe is limited to June - end July 2013.

Please let me know at the earliest opportunity if there are any problems which would prevent your searches from taking place (such as section 12 of 1 concerns)
