Dear London Fire Commissioner (London Fire Brigade),

I am writing to request the following information under the Freedom of Information Act 2000.

Please provide copies of any correspondence between the fire service and Southwark Council officers since July 2020 regarding experimental orders for road closures under the London Streetspace Programme and ‘low traffic neighbourhoods’ (LTN) schemes, issues, impacts, delays and response times.

Please also provide copies of any analysis conducted on the possible effects of these on emergency service response times and of any impact assessments carried out.

Please confirm without delay that you have received this request. I look forward to receiving your response within 20 working days as outlined by the statute.

Dear Mr B Round,

 

Thank you for your freedom of Information request, received on 23^rd May
2021, in relation to Southwark council low traffic neighbourhood scheme.
I apologise for the delay in response.

 

As mentioned in our email of 23/04/21, given the current situation with
the pandemic and the overall impact with staff still working from home,
our responses may be outside of the normal, expected timeframe for a FOI
response (20 working days). Internal review may be requested after we have
completed your request and provided you with a final response. Further
information about the process can be accessed on the link provided at the
end of this email.   

 

You requested “… copies of any correspondence between the fire service and
Southwark Council officers since July 2020 regarding experimental orders
for road closures under the London Streetspace Programme and ‘low traffic
neighbourhoods’ (LTN) schemes, issues, impacts, delays and response
times.”

 

In response to your request, please see attached an average first pump
attendance to incidents within Southwark borough, the percentage of
incidents attended by the first pump within 10 minutes and the number of
first pump mobilisations which were delayed due to 'traffic calming
measures' or 'traffic, roadworks etc', broken down by month since 2017. As
yet, we have seen no impact from local traffic schemes on our attendance
times in Southwark. As the table below shows, the average attendance time
for the first fire engine is faster in 2020, than in 2019 and is within
our London-wide target of 6 minutes).

Council regarding the LSP and LTNs, we have requested this information
from the responsible person and we are expecting to receive the documents
