Responsability of bailiffs or other third parties

Dear Manchester City Council,

under the foi act i would like to know

is their a code of conduct for enforcement agents and who is responsible for errors .is it mcc or the bailiffs

Do mcc ever hold their agents accountable via fines or worse

if their agents are found to have done something totally against the ethos of the council and it breaks all types of behaviour acceptable in dealing with vulnerable people how is this dealt with?

Are all mcc agents checked for certification before they can act on their behalf or is this the responsability of the contracted agent

what would be the action if it was found agents were using uncertified agents

where can i find a accurate list of all agents and their certificate numbers apart from the ministry of justice website which i am told is out of date

If a bailiff makes a error in appropiation what time do you give them to rectify the situation and do you allow the agents to ask the wrongful debtor to sign a consent form to say they will not sue .

in this matter would you expect the agents to cover the cost of delivery of said goods back to the vulnerable party immediately
