I write in connection with your email request for information dated 14 August 2017 regarding precept payments and costs.

I am required by the Freedom of Information Act 2000 to handle all requests in a manner that is blind as to the identity and motives of the requestor. Any information released as a response to a request is regarded as being published and therefore in the public domain without caveat.

Following receipt of your request, searches were conducted within the Office of the Police and Crime Commissioner. Your request for information has now been considered and I am able to respond as follows:

You wrote:

1. How much do you actually received in funds from Cent Gov to cover police wages?

2. How much do you actually receive from the rest of the county in precept payments?

3. We are told the payments from Swindon Residents, for the year 17\18, will be in the region of £12,183,057. Can you say how this is actually spent?

Response:

1. Central government provide a grant to Police and Crime Commissioners for policing to each policing area as determined by the police funding formula. In 2017/18 Wiltshire received £62,589,021. This money is defined for police purposes. There are no conditions related to how this is spent and used to fulfil the PCC’s statutory obligations

2. The total amount received through the policing precept element of council tax from Wiltshire Council area is £30,274,871. The total amount received through the policing precept element of council tax from Swindon Borough Council area is £12,183,057.

3. The financial systems are set up to cover the Wiltshire Policing Area, which does not distinguish between Local Authority areas. The detail for how this money is spent across the Police Area is shown in the statement of accounts on the PCC’s website.

I am absolutely confident that to locate, retrieve and extract the information you seek would by far exceed the time obligations upon this authority to comply, and in so doing would exceed the fees limits. This is set at £450 calculated at a flat rate of £25 per hour for those work activities comprising of confirming the information is held, locating it, retrieving it and extracting it.

Therefore this request falls under the exemption of section 12 of the Freedom of Information Act 2000.
