“By full address (i.e. house number/name & full postcode area), can you please provide the following data for all residential properties within your respective district area in an spreadsheet format (Excel etc)?

- Property Type (House, Flat etc)
- Property Style (Detached, Semi Detached etc)
- Number of Bedrooms
- If a flat, how many storeys? (Where Applicable)
- If a flat, what cladding was used? (Where applicable)
- Date of Construction
- If property is of Non-Traditional construction (Where applicable i.e. Wimpey No Fines, Airey)
- If any property is Non-Traditional construction, has a repair certificate been issued and if so what was the data of issue? (Where Applicable)
- If the property is ex-Local Authority (Where applicable)

Thank you for your below Freedom of Information request sent to Worcester
City Council.

 

Response:

Worcester City Council does hold some of the information you have
requested.  However, from our initial assessment of your request it is
clear that providing this information would involve the extraction and
manual review of a large number of records.  We consider that this would
significantly breach the cost limit set out in section 12(1) of the
Freedom of Information Act (FOIA) 2000 and the accompanying cost
regulations, which for this authority is set at £450 (18 hours).
Therefore, your request will not be processed further. 

To enable you to refine your request stated below is the data we hold for
each part of your request and what could be provided within 18 hours.

 

By full address (i.e. house number/name & full postcode area), can you
please provide the following data for all residential properties within
your respective district area in an spreadsheet format (Excel etc)?

 

The house number/name and street name of all residential properties in
Worcester City can be provided.  However we are unable to provide postal
town and postcode as this is exempt under Section 21 - Information
accessible to applicant by other means. Worcester City Council holds this
information under license from Ordnance Survey and we are therefore not
able to provide it.

 

 

- Property Type (House, Flat etc)

 

This information is exempt under Section 21 - Information accessible to
applicant by other means.  Worcester City Council holds this information
under license from Ordnance Survey and we are therefore not able to
provide it.

 

- Property Style (Detached, Semi Detached etc)

 

This information is exempt under Section 21 - Information accessible to
applicant by other means.  Worcester City Council holds this information
under license from Ordnance Survey and we are therefore not able to

- Number of Bedrooms

 

To provide this information each planning application for a new dwelling
or conversion would have to be cross referenced with the street naming and
numbering records.  An average property would take 10 minutes, though more
complicated ones would take much longer.  Therefore 108 records could be
cross referenced in 18 hours. This is less than 1% of the records held. 
Please note we do not hold this information pre 1948. 

 

- If a flat, how many storeys? (Where Applicable)

 

The system used cannot search for flatted developments; therefore the
process above would have to be repeated for this question.  Again 108
records could be cross referenced in 18 hours but not all of these would
be flats. 

 

It would not be possible to complete 108 records for both bedrooms and
storeys of flats in 18 hours

 

 

- If a flat, what cladding was used? (Where applicable)

 

The above process would have to be completed again, but in many cases the
type of cladding will not have been specified.

 

 

- Date of Construction

 

The information you have asked for is not held in this format. A
completion date is recorded however housing development sites cannot be
searched on the new address; known as plots on an application, they will
either be land adjoining or land off the nearest road. Large housing
developers usually use approved inspectors so the majority are not listed.

- If property is of Non-Traditional construction (Where applicable i.e.
Wimpey No Fines, Airey)
