Freedom of Information Act 2000 - Request for Information
I am writing in respect of your recent enquiry for information held by the
Authority under the provisions of the Freedom of Information Act.
Please find the response to your request below.
1) We do not hold records for warning notices that have been issued in
South Kirkby since Wakefield Council took over the management of
residential streets last year. The Civil Enforcement Officers (CEO) put 
warning notices ( a pre-printed generic paper document) on vehicles for a
period of time (6 weeks) before Penalty Charge Notices (PCNs) were issued
between 01/06/2016 – 10/07/2016.  When they identified that a vehicle was
in parked in contravention of restrictions, they put one of these warning
notes onto the vehicle. This was done to inform motorists that Wakefield
Council was taking over street parking enforcement from West Yorkshire
Police, and also that they could receive a PCN if the continued to park in
such a manner. It was to warn and publicise the fact that Wakefield
Council had adopted Civil Parking Enforcement which was also publicised in
local media. The only warning notices that are issued now are if a car
park that has been out of action for a while becomes enforceable again.
2) 3 Penalty Charge Notices have been issued in South Kirkby.
