Subject: FW: FOI request - SMITH - Residential EPC data - DRAFT RESPONSE
REQUIRED BY 28 June 2011 for FINAL RESPONSE DATE 5 July 2011
FREEDOM OF INFORMATION (FOI) REQUEST - SMITH - Residential EPC data -
DRAFT RESPONSE REQUIRED BY 28 June 2011 for FINAL RESPONSE DATE 5 July
2011
Please note revised handling procedures from 28^th February 2011
(see [2]https://intranet.communities.gov.uk/news... for
explanation on new target)
The change:
For each request a draft response needs to be completed within 15
working days and sent to the FOI Advice Team ([3][email address]) who
will provide any comments in time to allow colleagues to meet their
deadline under the FOIA or EIRs for responding to the request. If you
have not received comments or further communication within 3 working
days please finalise the response and reply to the requester within the
20 day limit.
The following request for information has been allocated to your Division
for response. Please now take these steps:
1. Send an acknowledgement to the applicant.
2. Transfers: If this request is not for your division please
forward it to the correct business area and copy to:
[4][email address]
3. Ensure the request is registered on the FOI Tracking System
(FITS) by your nominated FITS contact, so that the FoI Advice Team (FOIAT)
can also track its progress. (x42222) can advise who your FITS contact
is.
4. Ensure Press Office is made aware of a request from a journalist
or the media and that the FOIAT and private offices (SofS, Permanent
Secretary, special advisors) are made aware of any potentially sensitive
requests at an early stage. Allow enough time to obtain any clearance of
your response or consultation with other internal/external parties that is
necessary before the draft response is submitted.
5 Be aware an extension of time is permissible if, and only if, you
are considering the public interest test for a qualified exemption. You
should contact the FOIAT for advice on using exemptions.
6. Round-robin requests: MoJ or Cabinet Office may issue central
guidance. The FOIAT will advise you where this is the case, and pass on
any central guidance to you.
7. Please let the FOIAT have a copy of your draft response (cleared
by your DD) within 15 working days . After this we will communicate with
you within 3 working days if we have any comments etc. After 3 working
days please regard your response as final and send it to the requester
8 In most cases, unless there is no wider public interest,
information you have provided in the response will also be published in
the FOI Disclosure Log on the Department’s website and for this purpose
your draft response will be treated as final unless further changes are
made at the draft stage.
Guidance is on the Intranet at:

Dear Phil,
Thank you for your quick reply to my request - your reference P0004865.
I understand from your letter that your department is only responsible for properties in England & Wales. I would be most grateful if you could further my request on that basis and, if possible, inform me of the correct departments for Northern Ireland and Scotland.
I confirm that your understanding of my request is correct - I would like to receive data on the number of EPCs which have a particular rating score in a specified year. I would like the information presented in tabulated form, preferably in a spreadsheet. My suggestion would be for row headings down the page of scores 1-100, with separate columns across the page by year for the four ratings given on the EPC:
1) The Current Energy Efficiency rating
2) The Potential Energy Efficiency rating
3) The Current Environmental Impact (CO2) rating
4) The Potential Environmental Impact (CO2) rating.
The values within the table would correspond to the count of certificates issued with a particular score for a particular rating in that particular year.
Please do let me know if there is any further information you require.
Yours sincerely,
James Smith

Dear Raphael Smith,
Thank you for your reply, however I believe this has been only partially completed as the information referred to in your letter was not enclosed as expected.
In your response, you repeat my original FOIA request:
Information on the stock of UK Energy Performance Certificates (EPC) issued for residential properties:
a) total number issued by year from the earliest available date until the latest available date.
b) the distribution of score values, by year if available, for the four measurements recorded on the EPC:
1) The current Energy Efficiency rating
2) The potential Energy Efficiency rating
3) The current Environmental Impact CO2 rating
4) The potential Environmental Impact CO2 rating
In your letter (Your Ref: F0004865), Phil Beschizza follows this by making the following statement:
"Your request has been considered under the Freedom of Information Act 2000. I can confirm that the Department for Communities and Local Government holds the information that you have requested and that I am able to provide you with the information in the attached excel file (the information is contained in three separate worksheets)."
However there was only a single PDF file attached to your letter, containing just one table referring to part (a) of my request. There was no excel file, and no information relating to part (b).
Please could you supply the remaining information as referred to in your letter (i.e. the excel file with the three separate worksheets)?
Yours sincerely,
James Smith
Dear Mr Smith
Please accept my apologies for the omission. The complete spreadsheet is attached
Kind regards
Raphael
