3. How many financial assessments for residential care were conducted per year in each of the past 5 years? How many in each case received no funding (were obliged to "self fund").

Please note:  A new unitary Dorset Council was created from 1 April 2019
covering the areas/services of the following abolished councils – Dorset
County Council, East Dorset District Council, North Dorset District
Council, Purbeck District Council, West Dorset District Council and
Weymouth & Portland Borough Council.  You will receive one response from
Dorset Council.  Over time all information requests to Dorset Council will
be answered for the whole Dorset Council area.  However, during this
transition period, it may sometimes be necessary to provide information

Thank you for your information request dated 6^th January, which has been
dealt with under the Freedom of Information Act 2000 (FOIA).

 

Please note: Dorset Council was created from 1^st April 2019 covering the
areas/services of the following former councils – Dorset County Council,
East Dorset District Council, Dorset Councils Partnership (made up of
North Dorset District Council, West Dorset District Council and Weymouth &
Portland Borough Council) and Purbeck District Council.

 

Dorset Council’s response to your request is below and comprises the
response provided by the former Dorset County Council as the previous
social care authority; this means that you will not receive separate
responses from the former councils.

 

Our answers to your questions are as follows:

 

1. How many people in residential care are you currently fully or
partially funding?

As at 31^st December 2019, 1,352 people were funded by Dorset Council.
NB: Figure is for residential and nursing care packages, including
dementia placements.

 

2. How many people in residential care in your local authority area are
self funding?

As at 31^st December 2019, 31 people had their care package arranged by
Dorset Council but are self-funding. We cannot determine how many people
are self-funding in the whole of the Dorset Council area as residential
providers do not share that information with us.
NB: Figure for residential and nursing care packages, including dementia
placements.

 

3. How many financial assessments for residential care were conducted per
year in each of the past 5 years? How many in each case received no
funding (were obliged to "self fund").

Information provided per financial year as this is how it is recorded,
including reviews.
2018/19 – 2,621 FAs completed, of which 185 not eligible for funding. 
2017/18 – 2,172 FAs completed, of which 184 not eligible for funding. 
2016/17 – 1,842 FAs completed, of which 112 not eligible for funding. 
2015/16 – 2,560 FAs completed. Unable to differentiate how many were
ineligible for funding.
2014/15 – 2,395 FAs completed. Unable to differentiate how many were
ineligible for funding.

 

4. How many deferred payment agreements for residential care are currently
in effect at your local authority?

45 deferred payment agreements under the new scheme (post Care Act
implementation in April 2015).
13 old style deferred payment agreements (pre Care Act implementation).

 

We should point out that data pertaining to prior 1^st April 2019 also
covers the town of Christchurch, which was under the jurisdiction of the
former Dorset County Council at the time, but since 1^st April is now
under the jurisdiction of our neighbouring authority Bournemouth,
Christchurch and Poole Council.

Thank you for your response to my FOI request, your reference# FOI002758. I am obliged to you for your response.

Would it be possible to clarify your reply a little? If this requires a review then I request a review.

However, all it amounts to is that I would like to clarify one small aspect of the response. So if you could clarify that then there may be no need for any sort of review.

It is Question 3. I asked ...

You kindly supplied figures.

Can you confirm these figures are definitely for residential care only - and not for all types of social care? i.e. home help etc. The question addressed residential care.

I ask because in a similar request filed by my colleague (DC1180) the same figures were provided for social care, which we took as meaning all social care.

I don't expect you to comment on a previous request, but could you clarify the figures in this request are definitely for residential social care i.e. people going into care/nursing homes who might conceivably therefore be eligible for deferred payment agreements.

If you could assist me in any manner I would be very grateful.

The figures quoted are for all financial assessments and not just for residential care. We no longer differentiate between residential and non-residential as we gather sufficient information to do both assessments simultaneously.
