Summary:

Request for details held in respect of applications for residents on
street parking permits

Request:

I am enquiring about on-street Residents Parking Permits in the Canterbury
City Council authority area for the years 2000, 2010, 2015, 2016 and
2017.  In each of the districts, Canterbury, Herne Bay and Whitstable,
please could you provide answers to the following?

Question 1

Please provide details of on-street Residents Parking Zones or areas.

Our response:

Details of parking zones are available to view on our website
at [3]https://www2.canterbury.gov.uk/parking-t...
This also provides information about the permit prices and restrictions
applicable in each zone.  As a result this aspect of your request is
exempt under Section 12 of the Freedom of Information Act 2000 –
information already reasonably accessible to the applicant.

Question 2

What is the cost of the Residents Parking Permit for each of the zones or
areas?

Our response:

See answer to Question 1

Question 3

How many spaces/bays are there in each of the Residents Parking Permit
zones or areas?

Our response:

We are unable to give a figure for the number of on-street parking bays in
each zone, this is because most parking areas are marked out as continuous
lengths and are not divided into individual bays.

Question 4

How many Residents Parking Permits have been issued for each of the zones
or areas?

Our response:

Please see the attached spreadsheet.

Dear Mr Small

Thank you for your enquiry regarding the response issued in relation to
FOI-5269 On-Street Residents Parking Permits in which you requested
information relating to on-street parking for the years 2000, 2010, 2015,
2016 and 2017.

Within your request, you asked the following;

I am enquiring about on-street Residents Parking Permits in CCC for the
years 2000, 2010, 2015, 2016, 2017.

In each of the districts, Canterbury, Herne Bay and Whitstable, please
provide the following information:

·         The on-street Residents Parking zones or areas

·         The cost of the Residents Parking Permit for each of the zones
or areas

·         The number of spaces/bays for each of the Residents Parking
Permit zones or areas

·         The number of Residents Parking Permits issued for each of the
zones or areas

·         Please provide the information on a spreadsheet.

On viewing the initial response we have provided information relating to
the year 2017; however, the data for the years 2016, 2015, 2010 and 2000
was omitted so please accept my apologies for this oversight.

In view of this, I have revised the response to your initial request to
address the information outstanding and therefore the answers to the
points raised are set out below.

1. Total on-street Residents Parking zones or areas for the years 2000,
2010, 2015, 2016 and 2017

The data relating to the year 2000 is not held, however the figures for
the years 2010, 2015, 2016 and 2017 can be found within the attached excel
document under the first tab, “Total Zones”.

2. The cost of a Residents Parking Permit for each of the zones or areas
for the years 2010, 2015, 2016 and 2017

The data relating to the year 2000 is not held, however the figures for
the years 2010, 2015, 2016 and 2017 can be found within the attached excel
document under the second tab, “Permit Cost”.

3. The number of spaces/bays for each of the Residents Parking Permit
zones or areas.

As stated in the initial response we are unable to give a figure for the
number of on-street parking bays in each zone.  This is because most
parking areas are marked out as continuous lengths and are not divided
into individual bays.  We therefore do not hold information in respect of
the number of bays in a given zone.

However, I have attached the consolidated traffic regulation orders that
were in force over the above time periods in each area.  These documents
include details of every parking zone and area across the district.
Please note, however, that the order covering the year 2000 is not held.

Question 4

4. The number of Residents Parking Permits issued for each of the zones or
areas.

As above, the data relating to the year 2000 is not held; however, the
figures for the years 2010, 2015, 2016 and 2017 can be found within the
attached excel document under the third tab, “Permits Issued”.

As for your final point;

Also, you did not supply a direct email address to request an internal
review as email addresses on WhatDoTheyKnow are suppressed. Thus I have
had to follow your online system using the complaints reporting tool
which, in order to submit this request for an internal review, requires
information that is not required under FOI rules e.g. name, address,
telephone number. I do not believe that this is in line with the spirit of
FOI.

This appears to be a formatting issue with email addresses displayed on
the WhatDoTheyKnow website through which you opted to submit your
request.  This is not something we are able to control and having looked
at the initial response sent the email address and instructions of how to
request an internal review were supplied.

Should you wish to contact the FOI Team, please contact
[1][email address] and a member of the team will get back to you.
In order to avoid a similar formatting issue arising, I will also attach
my response to you request as a PDF document, this should avoid the issue
of the email address not showing via ‘WhatDoTheyKnow’.

I hope that the above answers your enquiry, however if you are still
dissatisfied after the review, you may appeal to the Information
Commissioner, Wycliffe House, Water Lane, Wilmslow SK9 5AF.

Yours sincerely,

Kind regards
