Requirement to submit foreign passports when renewing a British passport

Dear HM Passport Office,

The current process for British passport renewal requires the applicant to submit all passports, including those issued by foreign countries.

Please provide me with:

1. Any documentation that sets out the basis in law for the requirement that foreign passports be submitted;

2. The relevant sections of staff manuals regarding the processing of foreign passports as part of a renewal application, including

3. staff guidance on the issuing of passports where foreign passports have been noted in the application form but have not been submitted, and

4. staff guidance on the issuing of passports where the applicant has neglected to inform HMPO about their foreign passports.

Osama Nooh left an annotation ()

1) The Passport Office has no right to ask for original foreign passports to be mailed to them.
2) All passports are owned by their respective issuing country and not by the holding individual. However the holding individual is responsible for the security of the document.
3) Therefore, nearly all passport issuing countries will consider it ILLEGAL to send original passports outside its borders without its accompanying holder.

Therefore it is ILLEGAL for the passport office to request that individuals send them via mail foreign passports from foreign countries.

I am writing further to my e-mail of 05 July about your request for
information on Overseas passports applications, Policy and Guidance. Your
