Requests of highways officers for site visits

We're waiting for Stuart Kelly to read recent responses and update the status.

Dear Wirral Metropolitan Borough Council,

When considering highway safety issues members of the public and elected members of the council may be inclined to request “on-site” meetings with highways officers for them to view problems first hand and discuss with people possible solutions.

Under the freedom of Information Act -

1. Could you advise how many requests for site visits have been made of highways by elected members in the previous 12 months?

2. Could you advise how many requests for site visits have been made of highways by members of the public in the previous 12 months?

3. Could you advise how many such requests by members of the public were refused by highways officers?

4. Could you advise how many such requests by members of the council were refused by highways officers?

over the phone and did not require a site visit.

I am writing to request an internal review of Wirral Metropolitan Borough Council's handling of my FOI request 'Requests of highways officers for site visits'.

The information supplied is inaccurate.

I have an email sent to me that refuses a request from myself on behalf of a resident for a site visit to view traffic safety issues first hand.

this refusal pre dates this FoI request and therefore should have been included in the figures. the information supplied indicates zero refusals which is incorrect and miss leading.

I am requesting an internal review to determine why false and misleading information was supplied by the council to my request.

request for a review.  The questions you raised and the original answers
given are detailed below:-

satisfactorily over the phone and did not require a site visit.

As I carried out your first review and have background information
regarding the enquiry, I revisited the request and have spoken with
relevant Council Officers to ascertain if the information supplied was in
fact inaccurate.  Please note The Freedom of Information Act 2000
specifically refers to recorded information which is held by a Public Body
when answering an FOI request.

 

When your original request was answered the figures supplied were
interrogated and produced from a Council Highways system. 

I have ascertained as part of the review process that a refusal for site
visits given to elected members may be given by telephone, email or
face–to–face and in those cases the refusal would not be recorded onto our
Highways system. 

Because of this process the Council cannot interrogate any recorded
information to give an accurate figure in relation to your question. 
There are no refusals for elected members detailed on the Highways
system.  You are of course aware of one visit that was refused, as you
have email evidence to that effect. 

 

There was never any intention to mislead or supply inaccurate information
and I hope this review has clarified the situation and given an
understanding of why we cannot produce an accurate figure for one of your
questions.

have the right to complain to the Information Commissioner at
