Requests for Summer Born Children to be Educated out of Year Group

The request was refused by Norfolk County Council.

Dear Norfolk County Council,

Could you please confirm whether Norfolk LEA received any requests from parents for their summer born children to start reception class aged 5 (one year below their chronological cohort) for the school years 2010/11 and 2011/12.

If there were any such requests from parents, could you please provide information on how many of those requests were approved and how many were denied, and on which grounds.

 I refer to your request for information dated 23 May 2014.  In accordance
with the provisions of the Freedom of Information Act 2000, I have now
processed your request. 

 

You Asked

Could you please confirm whether Norfolk LEA received any requests from
parents for their summer born children to start reception class aged 5
(one year below their chronological cohort) for the school years 2010/11
and 2011/12.

 

If there were any such requests from parents, could you please provide
information on how many of those requests were approved and how many were
denied, and on which grounds.

 

Our Response

 

Your request for information will not be processed.

 

This is because the cost of locating and retrieving the information
exceeds the "appropriate limit" of £450 as stated in the Freedom of
Information & Data Protection (Appropriate Limit & Fees) Regulations 2004.
 The information requested is not kept separately and so to obtain the
information, a manual search of over 9000 records will need to be carried
out. It is estimated that it would take over 150 hours to comply with your
request and cost over £3,750 to comply with your request.

 

In accordance with the Freedom of Information Act 2000 this letter acts as
a Refusal Notice.

 

You may wish to refine and resubmit your request so that it reduces the
cost to within the "appropriate limit".  Please contact me if you would
like some advice on refining your request.

Would you accept a suggestion:

Send another request asking for the same for the academic year 2013-2014.

Reasoning: On the 12th March 2014. David Laws, Minister for schools advised: "We have asked the Schools Adjudicator to request information from local authorities in their annual reports on admissions about the number of requests from parents for summer born children to be admitted to reception age five. These reports must be submitted to the Chief Adjudicator by 30 June 2014."

Since this information may already have been/be in the process of being collated, it would be difficult for Norfolk CC to suggest that the cost of locating and retrieving the information exceeds the "appropriate limit", so if nothing else, you should be able to get the figures.
