Can you identify the gender of the person reporting abandonment on this

Response
Fife Council cannot provide you with this information and an exemption is
being applied under Section 38(1)(b) – Personal Information (Third party
data). Gender details are considered to be third party sensitive personal
data and although you have not requested the name of the individual we
have identified that there is still a risk of an individual being
identified by release of this data into the public domain.
I would like to draw your attention to the copyright situation in relation
to the material.
If you are not satisfied with the way we have handled your request, you
have the right to request a review of the decision. Please write to: Head
of Legal & Democratic Services, Finance & Corporate Services, Fife House,

Dear Kay Henderson,
You have stated that you are not willing to release this information in to a public forum, would sending it privately to me not be an option?.
Revealing gender still gives the complainant anonymity.
I am currently taking legal advice for civil court action in relationship to victimisation as this has been a repeated action on more than one occasion over a 3year period.
