Dear Health and Social Care Board for Northern Ireland,

Trevor Millar (Director of Adult Mental Health and Disability, WHSCT) and Kieran Downey (Director of Women and Children’s Services, WHSCT) delivered a briefing entitled ‘Learning disability Services – Capitation Share‘ to the Health and Community Committee of Derry City and Strabane District Council on Thursday 15th September 2016.

This FOI request relates to the content of the presentation delivered by WHSCT at this meeting.

Slide#9 states:
“In a workshop in May 2015 with Western Trust Board, the Director of Finance of the Health and Social Care Board gave a presentation on equity which highlighted that the Trust had more than its overall capitation share of investment and there was a difference in investment across Programmes of Care in the Western LCG area.”
Can details of this May 2015 workshop mentioned be provided?
This should include but need not be limited to:
- Date and location of workshop
- Agenda for workshop
- Attendees at workshop
- Minutes of workshop
- Copy of presentation delivered by Director of Finance, HSCB at workshop
- Data analysis backing up the content of presentation delivered
- Confirmation as to whether the Western LCG was made aware of the content of the presentation

Subject: South West Carers Forum - difficulty getting timely information from HSCB


Thanks for following up.
I’ve copied Chris Matthews on this email – Chris is our nominated contact within the Dept of Health for our efforts to get to bottom of misallocation of funds within the Western Trust.

The SWCF had requested that a formal investigation be initiated by the DoH – but this was declined by the Minister.
So – we’re effectively attempting to do some investigating ourselves.
It’s difficult enough to do this without having the knowledge and access required to wade through the complex processes of health financing.

I do NOT accept however that this information could not be reasonably easily collected and returned to me.
It does inconvenience me in that it is typical of the difficulties that we are having with getting information relating to this misallocation of funding.

10th Jan (Tue): HSCB Acknowledgement
4th Feb (Sat): JH informed HSCB that response was delayed
6th Feb (Mon): HSCB informed JH that response hopefully ready by 10th Feb

I do NOT want to waste time on pointless complaint procedures.
I do not see why this information is not readily available and should be with me by end of Tuesday coming (14th Feb).
Please advise me if this date is not feasible as I will need to revert to DoH for guidance on the matter.

I chatted to your office about this on 29th Feb.
You apologized for the delay and said you’d follow up within HSCB to get this processed as quickly as possible.

In fact – I met with Paul Cummings on Fri 3rd March and he specifically referred to this request and he indicated that the information would be forthcoming shortly after meeting.

I have NOT yet received information regarding this.
Can you action this immediately as a matter of urgency?
