Request Regarding Image Supplied To The Star

Response to this request is long overdue. By law, under all circumstances, Sheffield City Council should have responded by now (details). You can complain by requesting an internal review.

Dear Sheffield City Council,

Please, could you pass on my gratitude and thanks to Mark Knight for completing an internal review into my last request, and amending his amended response to the other. 



This request is in relation to the following article published in The Star on the Wednesday 11th October 2017.

'PICTURE: Sheffield masked tree protesters sat inside exclusion zones are 'breaking the law' [1]



I have asked the article’s author George Torr who supplies the image, the response was Sheffield City Council. When I asked further if it was the Sheffield City Council press team or an individual staff member he declined to name a source.



I also spoke to a member of the Sheffield City Council press team, who denied they had provided the image to the Star.



Question set regarding the supplied image:



Which department provided the headline image to the Star, if it was provided directly by a senior head of department or service, identify this.



Identify how the image was transmitted to The Star, i.e email, hand-delivered on compact disk, carrier pigeon USB stick…



Provide a copy of the transmission of this image with accompanying notes. Please provide any attachments/images in their raw format and not a modified or abridged version. EG a screenshot.



Please identify how the image was captured, stored and details of any copies or distributions which have been made.

The council states:

Q: Were you aware before this email, the image collected under the evidence collection exercise had left its secure storage?

A: We don’t hold recorded information in regard to this question. We can confirm that the Council is aware that this image has been used by the Star.

Q: How many breaches of the evidence collection protocol is Sheffield City Council aware of?

A: One potential breach, i.e. this incident.

In the evidence collection protocol document, storage arrangements of images will include:

ii. The Date of recording
iii. The Start and finish of the recording
iv. Any relevant reference number
v. DETAILS OF ANY COPIES OR DISTRIBUTIONS WHICH ARE MADE

Sheffield City Council in response to FOI/1122 confirmed the image supplied from the evidence collection cache.

As such please provide details from V. of the storage arrangements as requested below:
