Request model data and safety audit re proposed works at Bisham roundabout

Dear Highways Agency,

There are serious concerns that the Highways Agency’s proposed “improvements” to Bisham roundabout at a cost of £1.8m will make the roundabout more dangerous for drivers joining the roundabout from Bisham in peak periods. Cllr Geoffrey Hill who, I understand, is responsible for Highways matters at the Royal Borough of Windsor and Maidenhead (RBWM) has now written that he understands the concerns.

On 12 May 2014 I submitted an FOI request to the Royal Borough of Windsor and Maidenhead (FOI66370) asking to be provided with, or to be permitted to see, copies of all consultations with local people and communications with the Highways Agency relating to the modelling of traffic at the roundabout and the safety audit that was performed. I asked to see the modelling used and the safety audit demonstrating that the roundabout would be safer for Bisham drivers.

The RBWM responded on 2 June 2014: “The A404(T) Bisham roundabout junction improvement scheme is on the Trunk Road network that is the responsibility of the Highways Agency rather than RBWM. Various options for improvements at this junction have been developed by the HA’s consultants Enterprise Mouchel. RBWM have been consulted as part of the development of this scheme, but we do not hold copies of the supporting documentation for this scheme.”

Will you please therefore provide me with the details of the models used to justify the works including the data input (such as traffic counts and queue length measurements) and output and a copy of the safety audit that confirms that the proposed new layout is safer for drivers joining the roundabout from Bisham.

Will you provide me with copies of communications between the Agency and the RBWM relating to the proposed works.

Will you also please confirm that there are already two lanes joining the roundabout from Bisham, not one as shown on the HA’s before plan for the proposed works?

improving the Strategic Road Network in England on behalf of the Secretary
of State for Transport.  This consists of the Motorway network and the
