I refer to the above request .Given The Councils demonstrable history of Stonewalling Please advise on the basis of delay regarding this matter by law, the authority should normally have responded promptly and by 1 September 2014 and to why agents of the council are circulating confidential matters that would prejudice any investigation into this concern

Dear Andy Ross,

Thank you for your response substantially delayed and failing to identify key points as requested which I have reviewed at length and taken in context with a Planning application made by the cities Assett management Team I express concern

I therefore make formal request to the City of Bradford for an internal review on the spending of these monies and site facilities

In regard to your statement about Cllr Slaters involvement on the site you omii to state or include any documentation relating to the opening of this site in her capacity as Lord Mayor

Q1 You have provided a breakdown of funding made available to the Project which was already known .

You have not provided an actual breakdown of the costs of this project For avoidance of doubt a breakdown of cost against the total allocated funding and any residual outstanding either as a matter of fact or as a result of audit . I do not consider that you have addressed this question

Q3 Who planned and designed it including any requisite adherance to BS Playground Instalations

In your response you cite ** EN1176 and EN 1177 I am fully aware of the requisites that these entail. You have not identified either in terms of costing or in the alternative specifics of the site what measures where undertaken to adhere to surfaces flooring and other general measures on site. I do not consider that you have answered the Question or provided any basis of fact as to what was implemented on site
For avoidance of doubt I refer to a number of attached images sent to you via email I make particular reference to the requirements of the standard in regard to flooring surfaces and protection and do so under the Duty placed upon you under the Child Protection Act
BEST PRACTICE INSTALLATION DOCUMENTATION
Equipment manufacturers/suppliers must submit documentary evidence of compliance with BS EN 1176 and BS EN 1177.

Where equipment is unable to meet a standard, an explanation of acceptability or evidence of third party testing by a recognised body or a risk assessment should be provided.Appropriate test certificates should be obtained by the school indicating that the surfacing meets the impact absorbency requirements for the equipment to be used. The installer should provide written confirmation that the equipment andsurfacing have been installed to the manufacturer’s instructions and to therelevant standard where appropriate
http://www.lbhf.gov.uk/Directory/Educati...

Q4 Who undertook inspection of the final installations
The question is express it is known that Parks and recreation have an obligation relating to the land and the register of play areas we seek to identify the particular officer who undertook inspection on the site and for avoidance of doubt any report relating to the same whether by Bradford Council or any third party IPS Ltd. For avoidance of doubt I refer to a number of attached images sent to you via email
For avoidance of doubt I refer to a number of attached images sent to you via email

Q5. The status of the land that the bid was submitted for and on .
It is clear who owns the land .
Contrary to the authorities assertion that this is a Brownfield Site is wholly incorrect it contained a temporary structure that is defunct . and remains part of a small woodland footprint enterring the Judy Woods Complex and in totality exists on the register of play areas . It is not or has not ever been Brownfield Site , I refer to the Cities UDP Siite Allocations and RUDP . I consider the appraisal to be substantially misleading in the context of loss of Play Area
The request was express ie as to the status of the land . Does it remain on the Cities Register of Play Areas and if so the extent and definition of the site ,together with any assignation on the Cities UDP particular reference was made to status and conditions inherant with the acquistion of the Woodland Complex known as Judy Woods and specifically the locality known a s Brow Woods and any inherant covenants or restrictions inherant on deed given to include that pertaining to any planning application outstanding on the play facility. I do not consider you have met this question in any part

Q 6 & 7

Your response does not identify whether the Proposer spent any derived monies or where capital receipts for this project are
For avoidance of doubt I refer to a number of attached images sent to you via email indicating condition and structure on site
For avoidance of doubt this request has been emailed to you with the required images and other details such as address for correspondence for the compliance of the act

I remain
