Request for update on progress on DCO compliance by Halite Energy's underground gas storage project in Preesall

Dear Wyre Borough Council,

Halite Energy has been granted a Development Consent Order (DCO) to develop the gas storage scheme which includes obligations to comply with various regulatory requirements.

In the DCO detailed design approval (Requirement 4) is required from Wyre Borough Council, as the “relevant planning authority”, who are also responsible for the enforcement of the requirements. There are a number of other requirements covering schemes/plans (e.g. ecological management, landscape, wheel cleaning facilities, fencing, archaeology, external lighting, construction worker travel, control of dust emissions, noise management, decommissioning etc) that require the relevant planning authority’s approval. Requirements 40 and 41 provide for amendments of approved/agreed details by the relevant planning authority.

Halite energy have recently announced that they are due to start building the infrastructure for the project from February 2018. Meanwhile, members of the public are very much in the dark about the fine details of the scheme including traffic management, movement of the bus shelter on the A588 and more exact timetables.

Under the Freedom of Information Act 2000, please provide me with copies of the following:

Copies of all correspondence, minutes of meetings, notes and e-mails between Wyre Borough Council, Councillors and their officials or employees, and any employees, officials or representatives of Halite Energy Group, including any agencies acting on their behalf, in relation to the Preesall Underground Gas Storage project since July 2015.

I would be grateful if you would include any other determinations and any corresponding notes regarding this proposal which contributes in any way.

I understand that under the Act I am entitled to a response within 20 working days of your receipt of this request. Some parts of the request may be easier to answer than others. Should this be the case, I request that you release information as soon as possible.

If my request is denied in whole or in part, I ask that you justify all deletions by reference to specific exemptions of the act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive fees.

I would like to receive the information as paper copies and electronically.

If you require any clarification, I expect you to contact me under your section 16 duty to provide advice and assistance if you find any aspect of this FOI request problematic.
