Dear West Dunbartonshire Council,

We are making a request under the Freedom of information Act 2000 for information that demonstrates compliance with the Civic Govt Scotland Act 1982. S12
Fees for taxi and private hire car licences.
A licensing authority shall charge such fees in respect of taxi and private hire car licences and applications for such licences as may be resolved by them from time to time and shall seek to ensure that the total amount of such fees is sufficient to meet the expenses incurred by them in carrying out their functions under sections 10 to 23 (other than section 19) of this Act in relation to such licences.

In accordance with guidance 25/1986 annex A
“2.24 Section 12 requires the licensing authority to charge fees for applications for, and the grant of, taxi and hire car licences in order to recover the costs.".................” These fees and costs are therefore provided for separately from the licensing costs for other activities in Parts I and II of the Act (provision for which is made in paragraph 15 of Schedule 1) in order to ensure that there is no cross-subsidy or charging between taxi and private hire car matters and the rest. “

a) Please provide a copy of any report submitted by Licensing officers to the Head of Function or any Council body to request authority to implement the most recently revised scale of fees.

b) Please provide a copy of the financial estimates for the operation of the Taxi Licensing function for 2019/20

c) Please provide details of the number of vehicle licenses, driver licenses and operator licenses the Council envisages issuing in the current year.

d) Please provide details of the revenue and number issues of each of vehicle licenses, driver licenses and operator licenses the Council for the last 5 financial years.

d) Please provide a copy of the Job description of each member of staff wholly or partly employed in the carrying out of the vehicle, driver and operator licensing function. For staff not wholly employed on such activity please advise the percentage of time charged to the taxi and non-taxi activity in their job descriptions.

e) Please advise details of the staff and management structure in respect of taxi licensing.

f) Please advise details of staff costs charged directly to the licensing account
NB. We only request details of the posts and the aggregated total annual forecast cost including all Employer’s on-costs.

g) Please provide a copy of the Subjective Cost Centre(s) Budget(s) for taxi licensing activity showing the estimated costs and income for 2017/18 against each relevant nominal ledger code. Please also supply a copy of the year to date outturn to the last available accounting period and any forecast outturn for the current financial year (2018/2019).

h) Please provide details of how recovery of corporate overhead and any other indirect or apportioned charges are calculated for the Taxi Licensing Subjective cost centre(s).

i) Please advise, under the Council’s Constitution and scheme of delegation, which Committee member(s) and Officers have responsibility for the determination of the Council’s policies and practice in respect of any matters relating to its powers.
