Request for results of a complaint into Cllr Leffman's Conduct

Peter West made this Freedom of Information request to Oxfordshire County Council Automatic anti-spam measures are in place for this older request. Please let us know if a further response is expected or if you are having trouble responding.

The request was refused by Oxfordshire County Council.

Dear Oxfordshire County Council,
On 29 February 2024, an article appeared in the Oxford Mail, headlined “Labour Oxfordshire group accused of traffic measure U-turn”.
https://www.oxfordmail.co.uk/news/241507...
In this article, it was noted that “Criticism of Ms Brighouse comes amid a separate formal complaint being made about Liberal Democrat council leader Liz Leffman to the authority's standards and monitoring officer on the back of the budget meeting. The complaint is in response to Ms Leffman saying: "The one thing we will not compromise on, I can tell you right now, is that we are going to introduce the Workplace Parking Levy and we are going to introduce the Zero Emission Zone. There is ongoing consultation on the ZEZ scheme and details around the workplace parking levy are yet to be finalised. A county council spokesman said: "Any complaints received will be dealt with through the normal process under the member’s code of conduct.””
It is now more than two months since the comments were made, therefore I assume that the investigation into Ms Leffman’s conduct has now been completed; I would be grateful of a copy of the decision made regarding the complaint about Ms Leffman’s conduct and include the reasons given for any decision made.
I am aware that conduct decisions are not normally published by OCC however the complaint, using public funds, relates to Ms Leffman’s public comments in full council, therefore there are no “personal information” justifications for refusing this request.
I also believe that you are not acting as a regulated solicitor when considering councillor conduct enquiries (according to correspondence I’ve had with the SRA), I assume there are no legal privilege based justifications for refusal to release details of the investigation into Ms Leffman’s conduct complaint.

Yours faithfully,

Peter West
