Dear Equality Commission for Northern Ireland,

In Northern Ireland the Department for Communities (DfC) have outsourced to Capita PLC an assessment process called "face-to-face consultations". Capita conduct these face-to-face consultations on behalf of the DfC as part of an assessment process to determine whether DfC customers/claimants are entitled to a benefit payment called Personal Independence Payment (PIP). This assessment process requires the majority of DfC customers/claimants seeking PIP to undergo a face-to-face consultation with a Capita employee at a Capita premise or in the customers/claimants own home.

This is a Request for Information under the FOIA.

If a disabled customer/claimant of the DfC with a long-term health condition or disability applying for PIP approaches Capita because they are substantially disadvantaged because of their health condition by something in the (PIP) application process including the face-to-face consultation, does Capita have a duty to make Reasonable Adjustments to remove the disadvantage?
