If a suitable Crown Commercial Services framework exists then the Crown Commercial Services eSourcing
Tool is general y used, otherwise the North West Chest Procurement Portal is used for open tenders. ESPO is
also used for solutions in specific areas, such as Libraries and Emergency Services.
