Thank you for your enquiry to CCC recorded below which has been forwarded 
to me.

 

Your request has been handled under normal business practices and not in
accordance with the Freedom of Information Act.

Having investigated this enquiry, from the data available to me I can
advise on the requested date and time that a mandatory speed limit of
50mph was set automatically between 10:07-10:41 due to congestion detected
on the network. A message was displayed ‘Congestion- stay in lane’.

 

The signals are set to reduce the speed of traffic, smooth the flow,
reduce the potential for flow breakdown and create a safer environment for
the current traffic conditions.

Drivers may not realise why these signals are set as there may be no
apparent reason for the settings where the driver is located; it would
normally be well ahead of that location.

Please note that Highways England is not an Enforcement Authority. Our
records are kept for operational purposes, not speed enforcement and
should be considered for information only, in response to your enquiry, as
the speed limit applicable to any speeding offences can only be confirmed
from the information held by Police.

Please be aware that the recently upgraded speed enforcement system on our
smart motorways generates a photo showing the speed limit displayed on the
enforcement gantry at the exact time of the alleged offence and which
should be obtainable from Essex Police.
