Request for Leeds Council Policies on Dyslexia Diagnosis and Support

I would greatly appreciate if you could provide the following information:
a) The amount of money spent on providing dyslexia support in Leeds primary schools , the same for secondary schools .
b) Copies of the Dyslexia Policy documents stating when interventions such as school action are to be implemented.
c) Any other policy documents issued to schools to support diagnosis and support of dyslexic children OR children with dyslexic tendancies e.g at waht stage should a Wave 1 intervention be put in place and reporting on progress.
d) The policy documents which define when full dyslexic screening is to be applied.
d) Any policy document issued to schools with regards to the new Government Phonics screening test to be introduced in June this year 2012.
e) The number of schools with Dyslexia Friendly Status as awarded by British Dyslexia Association.

Dear Mr Moore,
I refer to the above and your email dated 9 March. I have contacted the
relevant services and now provide the following response to your request
for information relating to dyslexia support, which I will refer to
individually.
1. The amount of money spent on providing dyslexia support in Leeds
primary schools , the same for secondary schools .
Unfortunately I am unable to respond to your request as we do not record
centrally specific needs, such as dyslexia. The funding for special
educational needs is provided for children and young people with a wide
range of cognitive difficulties and we do not separate dyslexia as a
specific category. Therefore I am unable to provide any data for pupils
who have been diagnosed with dyslexia. Information regarding the
individual pupil’s specific need will be recorded on the pupil’s file,
however we estimate that it would take us over 18 hours to retrieve and
locate this information from the individual files. Therefore your request
falls above the “appropriate limit”. This limit is set by fees regulations
at £450 (equally 18 hours) for public authorities such as ours and is
calculated using a rate of £25 per hour which is also prescribed under the
same regulations.
As a result under Section 12(1) of the Freedom of Information Act we are
not obliged to provide the information which you have requested. We are
however, still obliged under Section 1(a) of the Act to inform you whether
or not the information in question exists which is explained above.
I can confirm that Leeds City Council does not employ staff specifically
to assist dyslexic school pupils. However it is worth noting that Leeds
City Council has a resourced provision at Roundhay School Technology and
Language College for young people with dyslexia where the staff are
employed by the school. There are approximately 1.5 FTE teachers employed
in this resourced provision setting. They deliver a service to children on
roll at Roundhay School Technology and Language College and also other
children who visit the resource base on a sessional basis although they
are educated at other schools.
2. Copies of the Dyslexia Policy documents stating when interventions such
as school action are to be implemented.
Please find attached a document entitled ‘Dyslexia Guidelines final Nov
2009.pdf’. Please note, this document is up for review later this year.
3. Any other policy documents issued to schools to support diagnosis and
support of dyslexic children OR children with dyslexic tendancies e.g at
what stage should a Wave 1 intervention be put in place and reporting on
progress.
Please see Appendix 1 of the attached document.
4. The policy documents which define when full dyslexic screening is to be
applied.
Please see the attached document. The primary purpose of assessment is to
identify strengths and weaknesses in order to implement an appropriate
remediation programme.
5. Any policy document issued to schools with regards to the new
Government Phonics screening test to be introduced in June this year 2012.
I can confirm that no documents have been issued to schools with regards
to the new Government Phonics screening test.
6. The number of schools with Dyslexia Friendly Status as awarded by
British Dyslexia Association.
Unfortunately I am unable to respond to this part of your request as this
information is not held centrally. You may wish to contact individual
schools to ascertain this information, a list of schools can be found via
our website at [1]www.leeds.gov.uk.
I hope this information is useful to you, however if you are dissatisfied
with this response then you have a right to appeal to an independent
officer within children’s services. On appeal, your request will be
re-examined and an assessment made as to whether the requirements of the
Act have been adhered to. Should you wish to follow this course of action
