Request for information that supports 'success' claims made by Cllr Moulding (The Bowling Alley/Ocean Blue)

East Devon District Council did not have the information requested.

Dear East Devon District Council,

I would like to make a formal request under the Freedom of
Information Act 2000. I am also making this Request under the
Environmental Impact Regulations 2004.

Cllr Moulding has asserted that The Bowling Alley/ Ocean Blue element of Exmouth Regeneration is a 'success'.

Genuine success for our town is welcome but I wish to know what, if
any, information the council holds that provides unambiguous
evidence for such a claim that the venture is a success, or
whether it is simply the unsubstantiated views of an individual.

Please provide fullest information from all sources, including
reports by council and others, which provide any evidence from
which informed judgements of measures of success, or otherwise, can
reasonably be deduced.

Please provide fullest information that distuinguish what may, or
may not, have been successful for Exmouth as opposed to what may be
successful for developers/tenants.

Please provide fullest information that, in calculating success,
account was taken of the negative aspects of this development (e.g.
loss of jobs elsewhere in sector, effect upon similar establishements, radical change in type of occupier of retail units , need for additional expensive car parking at public expense etc)

Please provide fullest information any differences between what the
developer promised at the outset, (e.g.jobs, restaurant, meeting
rooms, toilets available for public use) and what came to be upon
completion.

Please provide fullest information as to why a 'successful' venture, which at the time of its initial promotion did not seek any gaurantees of public funding, needed to become the benificiary of a guarantee of public money amounting to £650,000 should the present tenants LED become in default

You have referenced a comment made by Cllr Moulding relating to the success of the Bowling Alley/Ocean Blue but it is not clear from your request when or where this comment was made. Thank you for your follow up request for clarification.

You have kindly advised me elsewhere, that the comments from Cllr Moulding in relation to the Premier Inn, were his own personal opinion.

The information sought, in the three requests about The Strand, The Premier Inn , and The Ocean, were all aimed at gaining an understanding of whether or not these elements of Exmouth's regeneration might legitimately be regarded as successful by East Devon District Council. Whether completed regeneration elements are successful or not is relevant to the debate about future regeneration. That such a case was suggested by EDDC's deputy Leader, whom I took to be speaking on behalf of East Devon District Council but now learn was speaking in a personal capacity, has caused the confusion.

Given what you now say about Cllr Moulding's personal comments, it becomes clear that I should more properly have simply asked what information does EDDC hold, if any, by which the three named ventures may, or may not, be judged as successful. I apologise for failing to differentiate between official and unofficial comments.

Please ignore the references to Cllr Moulding and answer my FOI's from EDDC's perspective. What information does EDDC hold as to the success or otherwise of all three ventures.

It would be helpful if Councillor Moulding, or indeed any other member or officer, when making public statements, clarifies whether or not they are making personal comments or giving the view of EDDC.

With regard to the Bowling Alley/Ocean Blue complex, you will need to ask Leisure East Devon about this as this facility is run by them. I am advised that the Council does not hold information relating to bookings and levels of usage.

I will come back to you as soon as possible regarding the outstanding aspects of this request.

Thank you for your reply but may I just point out that my question was not about bookings and levels of usage, none of which LED are likely to supply to me anyway as they are under no such obligation.

My question was whether EDDC regards Ocean as successful and if so, by what measures, and I trust that this will be addressed fully as the outstanding part of the request.

I would expect EDDC to have a view based on information held as you have already explained that they guaranteed some £650,000 of public money to support LED's Ocean. To have entered into such an agreement without having undertaken due diligence, and come to a verifiable conclusion as to the risk to public finances, would of course raise many serious questions about EDDC's conduct and I really would not expect such recklessness on their part.

There is a considerable public interest in understanding whether or not EDDC have made a reasonable and reasoned judgement about the success or otherwise of the Ocean, and just how they may have come to any given conclusion.

I might add, though it does not affect this request, that at at a public meeting of Exmouth Town Council, councillors who are both town and district councillors, were also making claims that The Strand, The Premier Inn, and The Ocean were successful. They did not preface their remarks as being personal.
