I would like to request information from your recruitment team, regarding the process of appointing the interim workers following your OFSTED report.

What date did a group of interim senior manager roles go out via your master vendor contract? How many agencies did this go to?
How many CV's did you receive and how many were shortlisted for interview?
How many candidates did you interview from this batch of CV's?

When the roles then went out via ESPO framework on 1st April, how many CV's did you receive and how many were short listed for interview?
Did you interview any candidates before the roles came out on ESPO?

How many duplicate CV's did you receive from the ESPO CV's and how did you decide who would be interviewed and via which agency?

Dear Jo Parnell,

 

Thank you for your enquiry, which has been forwarded to the appropriate
officers for a response. The usual timescale for a response is twenty
working days, that is by or on 29 July 2019.

 

If for any reason the Council needs to extend this timescale you will be
notified in accordance with the relevant legislation.

We have now completed a search for the information which you requested and
I confirm the Authority holds information relevant to the request.

What date did a group of interim senior manager roles go out via your
master vendor contract? How many agencies did this go

The date WSCC went out via our corporate agreement (with Manpower) to the
relevant supply chain was 8^th March 2019. 

 

How many CV's did you receive and how many were shortlisted for interview?

In total 30 CVs were received, and 10 were requested to interview

 

How many candidates did you interview from this batch of CV's?

10 were interviewed from the original batch of 30 CVs.

 

When the roles then went out via ESPO framework on 1st April, how many
CV's did you receive and how many were short listed for interview?

A further 70 CVs were received in the second round both via the ESPO
Framework and still via our MSP route.  A further 10 were requested to
interview.

 

Did you interview any candidates before the roles came out on ESPO?

6 interviews took place before the roles were released via the ESPO
Framework.

 

How many duplicate CV's did you receive from the ESPO CV's and how did you
decide who would be interviewed and via which agency?

We do not hold the data of the number of duplicate CV’s.  Those CVs that
were sent via our corporate framework, were pursued via our corporate
framework.  This was only nuanced by if an agency via ESPO had submitted
and been contacted (in pursuit of interview) by WSCC before the CV was
received via our corporate framework.  If a CV was sent on/around the same
day, we would ask each agency to verify the worker gave consent for their
CV to be submitted by that particular agency.
