I refer to your Freedom of Information request in relation to provision of
services.  
  
Right of Access  
  
Section 1(1) of the Act provides any person making a request for
information to a public authority is entitled.  
  
(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request (which Section
1(6) of the Act designates as the "duty to confirm or deny"), and  
  
(b) if that is the case, to have that information communicated to him.  
  
The right is to obtain access to the information itself and not to the
document or record which contains it.  
  
The Act creates a general right of access to information held by public
authorities subject to various exemptions.  
  
Northumberland County Council confirms that it holds the information you
have requested, please see the attached and following information in
response.  

Please accept our apologies for the delay in responding earlier. The
request was coordinated between the Fire & Rescue Service, Property and
Housing areas. As we are still awaiting the information from Housing, the
outstanding information has been logged as a new request and allocated to
just this one area (still as being received from the original date).
The final part of the response will be provided with the
reference number 10117.

CLARIFICATION RECEIVED:  
Laundry equipment (washing machines, dryers..) aimed at council houses,
offices or any other council asset.  

HVAC (heating, ventilation and air conditioning) equipment. Supplies,
repairs, maintenance, replacements  

  
Q.1 Please confirm your annual spend for the listed services showing a
breakdown of contract value and any additional ad-hoc spend for the
previous 3 years.  

Fire & Rescue Service:   

* No laundry equipment has been purchased in the past 3 years, and
catering equipment would be no more than a few replacement microwaves
and fridges as and when they fail, ad-hoc bought from Currys (value
will be negligible).  

* Any maintenance on non PFI (Private Finance Initiative) is carried out
by NCC framework contractors  

* PFI kit is owned and maintained by Robertsons, not Fire/NCC  

* Heating kit all procured and maintained by NCC on non PFI and by
Robertsons on PFI.  

Property: Please see the attached document: 9977 - Q.1 Property
Information. Please note: Laundry and Catering refer to County Hall
only.  

Fire and HVAC - these are based on the sites we had on our contracts
during the years specified - this won't be every site in Northumberland as
some schools/academies manage their own as do so of our non-education
premises.  

  
Q.2 Please confirm where services have been won through a tender or bid
process or awarded via framework.  

A.2 New equipment at County Hall as part of Refurbishment  

County Hall equipment was largely procured through the main construction
contractor who were appointed through a construction tender. The NEPO
construction framework is NCC Procurements preferred procurement route.  

  
Q.2i Please confirm the incumbent supplier and expected retender date.  

County Hall Refurbishment: 
Northern Bear won the County Hall refurbishment contract. They
employed GastroNorth for the majority of kitchen equipment. No retender
date.  

  
Q.2ii Please confirm the portal or tender forum you advertise/promote such
works through.  
A.2ii Construction projects are largely tendered through
the DueNorth portal by our Procurement Team.  
  

Q.3 Please confirm the name and contact details of the person responsible
for procurement of the above services.  
A.3 For Capital Projects it is Lee Grange or Sara Whitaker, however
individual Procurement Officers are appointed from a separate department
to run the tenders themselves.
