held by Kirklees Council as this local authority does not hold Kirklees
Neighbourhood Housing.

i)                    Please highlight any credits received or cost
deductions made due to poor service for the duration of the contract.

 

Expenditure for Girbau, the cost of these works for 2020/21 is £834,
£3,322 in total for the period July 2017 until August 2020, with the
breakdown attached.

 

Expenditure for Arcus of £60,265 for 2020/21,  £159,776 in total, with the
breakdown of the detail on the attached spreadsheet.

 

Expenditure relating to EU Fire and security, £1,400 for 2020/21 but looks
like it’s a charge of £350 but not necessarily monthly. (see attached).

 

2) Please confirm where services have been won through a tender or bid
process or awarded via framework.

 

i)  Please confirm all suppliers who competed and their scoring following
evaluation.

a) The laundry equipment is limited to sheltered accommodation where it is
sourced and maintained locally by managers as required. Holme Park Court
has a small number of washing machines and dryers that were sourced by
another team. The supplier is Girbau who we have a maintenance contract
with there are all Girbau machines fitted.

b) KNH do not own or supply catering equipment beyond some domestic
cookers, fridges and microwaves which are again sourced locally by staff
in RLA’s. With regard to b and c; the maintenance and install is done by
our own operatives in house. The equipment used is generally specified by
others and a procurement exercise is done involving three suppliers.
Cheapest price gets to supply. The three companies usually approached are
EU Fire, TFS and Videcon. In the case of Videcon, they also supply a large
amount of other materials so it would be extremely difficult to separate
the fire safety from everything else. HVAC is, I believe, generally
carried out by one of two local contractors in a similar way to that
above. Regarding Fire Risk Assessments and specification, this is done in
house by the Compliance Team, Kirklees PRP and Kirklees Fire Safety. Once
again, all in house I believe.

c) KNH do not currently supply fire equipment apart from heat and smoke
detectors and signage. These are supplied via the KNH stocked building
materials DPS. Fire risk assessments are sourced from a Fusion 21 external
framework and awarded to Arcus.

d) Housing do not buy or supply HVAC equipment as this function is carried
out by Property Services. They may be able to assist.

e) we do not supply these items

a)I do not have the paperwork in relation to the Girbau Contract. Paper
contract not available as it is located in Perseverance House.

b) Not applicable

c) The winning submission is commercially sensitive and protected by
suppliers FOI schedule. Contact Fusion 21 for further details. The model
contract is the Fusion 21 Framework agreement.

d) Property Services

e) Not applicable

iii) Please confirm the expected retender date.

a)A new call-off from the ESPO Laundry Equipment Framework is in the
planning stage to cover this requirement. Anticipated to commence 01/06/21

c) Fire risk assessments contract will come to term on 30/06/23 and will
be retendered then.

There are a number of departments and teams involved in these exercises

The Council does hold the requested information but considers this is
exempt under Section 21 of the Freedom of Information Act, because the
information is reasonably accessible to you by other means, because it is
already in the public domain.

 

Section 21 of the Act provides that:

 

(1) Information which is reasonably accessible to the applicant otherwise
than under section 1 is exempt information.

(2) For the purposes of subsection (1)—

(a) information may be reasonably accessible to the applicant even though
it is accessible only on payment, and

(b) information is to be taken to be reasonably accessible to the
applicant if it is information which the public authority or any other
person is obliged by or under any enactment to communicate (otherwise than
by making the information available for inspection) to members of the
public on request, whether free of charge or on payment.

(3) For the purposes of subsection (1), information which is held by a
public authority and does not fall within subsection (2)(b) is not to be
regarded as reasonably accessible to the applicant merely because the
information is available from the public authority itself on request,
unless the information is made available in accordance with the
authority’s publication scheme and any payment required is specified in,
or determined in accordance with, the scheme.
