Could you please provide me with a total agency spend broken down by both (A) Contract Agency Spend, and (B) Off Contract Agency Spend (non tender agreement), between January 2017 and December 2017 for the following:

Temporary administrative staff services
Temporary manual and catering staff services
Temporary professional Drivers and van drivers

Please also advise who your suppliers were for the period and spend per supplier.

Good Morning Lorraine,

Thank you for your request under the Freedom of Information (Scotland) Act 2002.

I refer to your request for agency spend, which you have requested broken down by contract agency spend and off-contract agency spend, as well as categories of workers. The Council is not able to provide this level of detail, as this information cannot be extracted from financial data held.

When our Services process invoices for agency staff, job titles are not always on the finance data, and therefore there is no way to narrow the information down to categories of workers. Therefore, under Section 17 of the Freedom of Information (Scotland) Act 2002 we cannot release this information to you as we do not hold this information.

However, I have attached a breakdown of the agency spend for 2017, which I hope will be of some help.

Under Section 20 of the Freedom of Information (Scotland) Act 2002 and/or Regulation 16 of the Environmental Information (Scotland) Regulations 2004 (EIRs), you have the right to request that the Highland Council reviews any aspect of how it has dealt with your request. This requirement for review should be put in writing to the Freedom of Information Officer, Chief Executive’s Office, Glenurquhart Road, Inverness IV3 5NX, within 40 working days of receipt of this letter. The request should include details of the information requested and the aspects of the Highland Council’s response which you are not satisfied with.

If you are subsequently dissatisfied with the outcome of the Council's review, you have the right to appeal to the Scottish Information Commissioner under Section 47 of the Act (Regulation 17 of the EIRS), within six months of receiving the Council's review response.
