Your request for information, reference number FOI-202305000265,  has now
been considered and the information requested is given below.  We
apologise that we did not provide you with the information you required
within the 20 working day statutory period on his occasion.  I hope the
response below is satisfactory, however, if you have any queries please do

Information Request & our Response 
 
Request for updated statistics - previous request reference Request -
2212221314.
 
Please provide statistics for the number of fixed penalty notices (FPNs)
and dispersal notices concerning breaches of the designated PSPO issued by
contracted security officers acting as City Centre Enforcement Officers
areas for Peterborough City Council. Please provide figures for each type
of breach:
 

1. Failing to surrender any containers of alcohol - FPNs issued = 1

2. Dispersal notice to leave the PSPO area (Include details of any failure
to disperse or returning within 6 hours having left the PSPO area.)
- Instructions to disperse are currently not formally recorded. This would
therefore require a manual check of all daily records which would exceed
the time limit. We were able to provide this information in the previous
request as the time period was for one week and was manageable within the
time limit. FPNs issued for breach of failing to disperse from the area
for 6 hours = 0

3. Urinating or defecating in public place - FPNs issued = 5

4. Begging within 10 metres of a cash or payment machine
- Condition relating to begging is worded as 'No begging within 10 metres
of a cash or payment machine or begging in a manner which is aggressive or
intimidating or is likely to cause someone to feel harassed, alarmed or
distressed.' Breaches of this condition are not recorded under separate
categories. FPNs issued = 0

5. Begging in a manner which is intimidating or intimidating - as above 

6. Begging in a manner likely to cause harassment, alarm or distress - as
above

7. Causing harassment, alarm or distress by committing Anti-Social
Behaviour (ASB) ( If a fixed penalty notice has not been issued, please
describe nature of the Anti-Social Behaviour and any alternative action
taken.) - FPNs issued = 2. For breaches of this and other PSPO conditions,
where FPNs are not issued (for reasons such as homelessness, unable to
identify offender at the time, persistent offender, etc) officers will
keep a handwritten record and provide statements for prosecution against
persistent offenders when required. As such, we are unable to review the
officers' handwritten notes and daily reports to identify the nature of
the ASB and corresponding number of breaches within the time limit.
