Request for documents to show actions of IPCC re Ralph Winstanley killing

Dear Independent Police Complaints Commission,

1. Under FOIA can you please tell me who investigates IPCC Officers who have flouted the law by backing up Police Forces/Officers, who have acted unlawfully? I am writing specifically of Gary Garland.

2. It is now seven years since my father, Mr Ralph Winstanley was deliberately killed, when he had not been dying. I would like a copy of the full paper,sound,film, and other records which show the actions of IPCC to enforce an investigation into this fully documented and provable killing, which occurred at Grange Farm, Pinfold Lane, Moss, Doncaster. DN6 0ED, on 23 April 2004 - and which South Yorkshire Police Force has thus far deliberately covered up.

3. South Yorkshire Police Force, under Chief Constable Meredydd Hughes, has refused to investigate this deliberately planned killing. I would like a copy of all documents which show what the IPCC has done to undertake an investigation of South Yorkshire Police Force and in particular of its Chief Constable, Meredydd Hughes, and his senior officers.

4. Does the IPCC find the deliberate killing of the old, to be acceptable?

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Independent Police Complaints Commission's handling of my FOI request 'Request for documents to show actions of IPCC re Ralph Winstanley killing'.

Believing that it is not the duty of the IPCC tofavour the police over the complaints of members of the public who have been ill-used by the police, I am now requesting an independent internal review.

Thank you for your response letter of 20 September2011.

I would be grateful for clarification of the following. You state in your response:

"His responses to your second and third questions were that the IPCC does not hold the information you had requested. Having reviewed the file, I agree with his conclusion."

Since my questions 2 & 3 were:

I would now be grateful for your clarification that your answer - above - shows that in spite of regular contact (including many proving documents covering all aspects of this murder) from various members of Ralph Winstanley's blood family, to the IPCC, in respect of this murder,

A. the IPCC has not stored copies of the formal complaints made, or of the proving documents,

B. nor has it stored copies of the totally inadequate responses which its IPCC operatives made to Ralph Winstanley's blood family

C. nor has it made any investigation of the serious issue of South Yorkshire Police's most senior officer, Chief Constable, Meredydd Hughes' refusal to investigate a very well documented pre-meditated murder?

I would be grateful for that clarification as soon as possible, so that I can also raise this matter with my MP, Mr George Osborne.
