Request for data and calculations relating to proposed changes to road layout at Church St/Bury St

Dear Enfield Council,

These questions relate to the proposals for changes to the road layout shown in sheets 1 and 2 published by LBE and available at https://www.consultations.cycleenfield.c....

1. Please provide a copy of the working drawings in .dwg format for your proposals shown in sheets 1 and 2 available at https://www.consultations.cycleenfield.c....

2. Can you confirm that prior to producing the proposals LBE or its agents conducted a traffic survey of delivery, waste collection and other HGV movements at the junction shown at the link in Q1, above?

3. If your answer to Q2 above is yes, then please provide i) a copy of your survey data and ii) any calculations you conducted regarding the necessary facilitation of delivery, waste collection and other HGV movements at said junction.

4. In particular, and given that the proposed road changes set out in the plans given at your link shown in request 1, above, relate to a section of road that provides the only access for lorries delivering construction materials and gas canisters and other materials to Lords DIY and other shops located on the junction of Bury Street West and Church Street please provide a copy of the ‘swept path’ analysis you conducted prior to concluding that the road alterations would provide adequate access to and egress from these business premises.

5. If you did not conduct ‘swept path’ analysis will you please provide a copy of any and all other calculations and/or analyses you undertook to ensure your proposals accommodate the movements of delivery vehicles (including HGVs) and will not interfere with the business operations of businesses operating on Bush Hill Parade?

6. Given that the gas canister delivery and storage facility is a ‘safety critical’ operation will you please provide a copy of any safety audit you undertook relating to risks arising from:

a. Any increase in manoeuvring required of delivery lorries arising from the changed road layout; and
b. any consequent increase in risk of collisions between such vehicles and cars, buses etc arising from increased time spent on Church St.

7. Similarly to Q5, above, please also provide a copy of the swept path (or alternative) analysis you conducted:
a. to assess impact of the proposed road changes on the waste collection vehicles turning left into Bury Street and your calculations for any additional extent to which this will require them to manoeuvre into the path of oncoming Church Street traffic;
b. and, ditto for the extent to which waste collection vehicles will have to swing out in order to reverse into the road providing access to the goods yards and garages (and, hence waste bin storage areas) serving the businesses at Bush Hill Parade.

turn below.

We have attached the .dwg format as requested. Please note that this work
is protected by Copyright.

No specific survey of delivery, waste collection or HGV movements has been
undertaken.

 

3.            If your answer to Q2 above is yes, then please provide i) a

the necessary facilitation of delivery, waste collection and other HGV

Not applicable.
