I noticed that there was an authentication error on the Egress Switch
system (it is a secure system which allows the transfer of large files),
related to the FOI documents sent on Friday evening. I have enabled the
relevant access controls so I expect it to be available for you now. If
you have any problems accessing the documents please let me know and I
will arrange for an alternative way of transferring the files to you.

Dear Department for Transport,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Department for Transport's handling of my FOI request 'Request for correspondence relating to 20mph Evaluation report'.
My request for the technical appendices to the report have been denied on the grounds of FOI Act 2000 22.
When using this exemption regarding publishing "at a future date" then that date should be reasonable. The date of report publication which referenced the Appendices was Nov 22nd 2018. These appendices were "Supporting Documents" to the report and hence part of the report. The FOI reply noted that "The Technical Appendices requested are being finalised in preparation for publication which will be shortly."
It is now nearly 3 months after publication and any "shortly" time span has clearly passed.
We therefore believe that the delay on making the documents publicly available has resulted in the balance of the public interest considerations favouring disclosure versus the considerations favouring witholding the information has changed to the extent that they can no longer be withheld on such grounds.
We therefore request their release forthwith.
