Dear Liverpool City Council,

I note with alarm that the new contract between LCC and Bloomcare Ltd for the leasing, and possible sale, of Brushwood and Millvina House Care Homes, has, or is about to be signed, and that it may include a clause/clauses which could amount to the contract not conforming with Best Value local authority codes of practice.

I also note there’s a clause which gives the lessee an undisclosed rent fee period and enables the lessee to purchase the Freehold of these Council Built, £16.7million properties after a period of 3 years (see link 1 below).

In the public interest of establishing Good Practice and Best Value can you please:

1. Provide all details of the tendering process for this contract.
2. Provide names of organisations who bid for this contract.
3. Provide reasons why Bloomcare was selected as the most suitable applicant for this contract.
4. Provide the amount of the estimated sale price.
5. Provide a complete copy of this contract.

Please note:

We would at this time advise that Liverpool City Council in common with
other public authorities is presently dealing with, responding to and
affected by the current public health emergency arising from Coronavirus.
